Since "the Rat" was apprehended and imprisoned, the atmosphere of the suburban prison had undergone a noticeable change.

Those held captive here were a group of hopelessly recurrent offenders, and the prison officers employed rules different from those in an ordinary prison for management.

First and foremost were the living conditions. For the number of prisoners detained, the accommodation provided by the prison was extremely limited. Only less than one-third of the prisoners could enjoy a bed to sleep on at night, which was a reflection of their status within the prison. As for the prisoners with no status, they could only rest on the hard floor of the passageway.

Next was the food. It was distributed punctually every day. Though the amount was rationed according to the number of people, it was not distributed to every prisoner. If anyone took extra supplements, someone else would be "left hungry".
