His shock concerning the shuttles was they weren't publicly allowed, the shuttle had a higher range limit. Unlike the hover vehicles, the shuttle could fly higher.

It was famous in sector S and outside the stronghold, the technology used in creating these vehicles was more advanced than the hover vehicles. Its renowned defensive capabilities made it a prized product for the rich and those at the safe holds.

The speed and comfort of a shuttle were vastly different from that of a hovercar. It wasn't restricted to anyone but it was restricted in the strongholds except sector S.

As a great vehicle, it could indirectly increase crimes, especially in the hands of those with indecent thoughts, with its great defensive capabilities the police would have a hard time shooting it down should the assailant refuse to cooperate.
