"Whitebeard, your power is unmatched and surpasses this era. However, it's clear that what you're showing now is far beyond what was seen during the Summit war. You were supposed to have died in that war, so something must have happened to you."

After speaking, Im gave Whitebeard a mysterious smile. For a moment, Whitebeard wondered if she knew the secret of his power, but he quickly dismissed the thought as impossible.

"You're right; I've been through some extraordinary experiences, but there's no need to go into details here," Whitebeard said.

"Indeed. Your unique strength and abilities are why I wanted to meet with you today," Lord Im explained, her tone filled with anticipation.

"What do you mean?" Whitebeard asked, puzzled.

"I've been given two pieces of guidance," Lord Im explained.

"Two pieces of guidance?" Whitebeard repeated.

"Yes," Lord Im confirmed. "The first is about the secrets of the D family, and the second is about the birth of a special person."

"Can you explain more about these?" Whitebeard asked.

"The D clan was originally the leaders of the World Government when it was first formed, but something happened that led to their exclusion from the contract. As a result, they did not become the current Celestial Dragons."

"The guidance about the D family is that a descendant of theirs will be born who will big change the world. I once thought that person was Blackbeard, but since he was killed by you, it's possible that someone else will emerge."

"The guidance about a special person is that they will completely change the World Government and the world itself, appearing almost like a savior. I'm sure that person is you."

After Lord Im finished speaking, Whitebeard was surprised. He hadn't expected such an unbelievable statement, but what she said about him made sense, and he was quite satisfied.

"So, having the Marines deal with me is your final test, isn't it? If I am the chosen one, I won't fail," Whitebeard said.

"That's right," Lord Im confirmed with a nod.

"So, do you want me to help you change the World Government or something?" Whitebeard asked.

"I choose to trust you," Lord Im said firmly.

"Trust me?" Whitebeard was a bit surprised.

"Yes, since you are the chosen one, it's right to follow your lead. What will you do next? If you want, you can even take this throne," Lord Im said.

"Forget that. If I take your position directly, it might cause a lot of turmoil," Whitebeard said, shaking his head. 

He wasn't interested in sitting in this dark place all day—it felt too insignificant.

"If you don't want to take the throne, you can give me orders in secret, and I'll handle them for you," Lord Im said.

Whitebeard stood up, stretched, and replied, "I understand, but I can't stay here. The sea is more suited to me than this grand place."

"But I do want to talk about some changes. I hope the World Government can unite more countries and prevent incidents like those involving Doflamingo and King Liku from happening again."

"Also, the Marine Headquarter should be dismissed. There will always be young people eager to go to sea, and letting them call themselves pirates isn't a problem. I'll take responsibility for managing all the pirate forces on the sea."

Whitebeard's suggestions were met with nods of agreement from Lord Im. They established a basic policy: the World Government should focus on improving people's livelihoods on land.

Whitebeard will manage the pirates at sea. If any injustice occurs on land, he will solve it privately but will not make it public.

This means that Whitebeard and the World government's alliance won't be announced publicly. 

After their discussion, Whitebeard left the hall and returned to Noah's Land with his pirate crew.

Following Whitebeard's departure, Celestial Dragons faced restrictions on their movements under Lord Im's policy.

After Whitebeard returned to the Land of Noah, it took several months to register nearly all the pirates on the sea. Almost all maritime forces were now under Whitebeard's registration.

Whitebeard didn't force everyone to join him. Instead, he gradually established a set of rules to guide pirate behavior and manage the sea effectively.

However, the World Government referred to him as the King of the World.

When Whitebeard became the King of the World, he set sail from Noah's ship with his pirate crew, heading out from the New World to prepare for his final voyage.

Whitebeard collected all the historical texts and road Poneglyph and sailed joyfully with his pirates. Although he didn't know the final destination, he always took time to appreciate and enjoy the journey and the sea's beauty.

As Whitebeard sailed, the world grew more peaceful. Fewer people took to the sea, and the number of pirates and bandits declined. Lord Im sighed as she observed this from her throne.
