Leonhart was not someone who was good at sneak attacks or at using underhanded means. So without his strength, it was quite hard for him to defeat anyone. Leonhart was very much dependent on his incredible strength to solve most of his problems. So without that strength, he was having trouble solving any of his problems.
Having dependency on your strength was not a bad thing. It would not restrict him from becoming a good emperor. But if he wanted to take a step further and wanted to become a great emperor, then he needed to solve this problem.

The fat bearkin came close to Leonhart and sized him up. He heard from the guards that this scrawny beastkin could hunt several rabbits and squirrels easily. Even tho rabbits and squirrels were not very strong prey, they were small and fast, so many beastkins had trouble hunting them.
