Spencer did what he believed had to be done in his vision to grow and have people ready to face the prophecies Lily saw. Honestly, Kyrie was not in a position to judge or say his actions were evil or wrong. God knows the enemies waiting for them. It was why he couldn't judge Spencer.

For all the harm it may have done, it could have saved thousands, if not hundreds of thousands of lives because he prepared an army to face the dancer coming their way, to battle the impending doom. Kyrie closed his eyes with solemnity.

"I am in no position to judge Spencer or tell if his actions were wrong or evil. Hell, I may have done the same," he thought. To have the settlement ready to face armies of enemies and keep the rest of it safe. Protecting the innocents inside the city's walls was a lot to take on.
