It was a bright summer day when the Chief and Susan moved in together. The idyllic weather seemed a good omen for their future, Susan was happy and ecstatic, all she had dreamed of for so long seemed to be coming true. Wrapped up in the warmth of her own happiness, Susan did not seem to notice that the Chief was quiet and introspective. Perhaps she had dismissed his quietness as preoccupation with work.

Yet work was actually going well. Within a month they had succeeded in identifying and closing down at least nine property companies, and were in the process of seizing nearly 18,000 properties which had participated in housing benefit fraud. Not only that, the rate of increase of closing down property companies was accelerating all the time, it was now running at a rate of 5 now, 7 next week, and that ratio would improve week by week.
