He would need to scout the rebel territories, identify their patterns, and find a way to disrupt their operations sufficiently to draw Enrique out.

Not knowing if Enrique had already handed the Eskjet over or not was what made him the focal point of Dennis's plan.

He believed Enrique definitely had a motive for it so there was a high chance, the tech was still with him. With this thought in mind, Dennis continued his plot.

His plan was a mosaic of tactics—using the cover of night for reconnaissance, employing guerrilla tactics to engage and disorient the rebels, and always, always prioritizing the gathering of intelligence over confrontation.
