This number plays a major role in the Council of Gods, The classified into 12 levels they are,

A 1st tier God has a reality of his/her own to manage, they are mainly the world's wills.

Then a 2nd tier God controls or maintains a universe that consists of 12 different worlds or in other words they are in charge of 12 different 1st tier Gods. They manage the reports and all of these worlds and pass reports to their superiors if their action is needed.

Then it comes to the 3rd tier Gods they are superior to 12, 2nd tier Gods. They subordinate to the 4th tier Gods.

Then it comes to the 4th tier Gods they are superior to 12, 3rd tier Gods. They subordinate to the 5th tier Gods.

Then it comes to the 5th tier Gods they are superior to 12, 4th tier Gods. They subordinate to the 6th tier Gods.

Then it comes to the 6th tier Gods they are superior to 12, 5th tier Gods. They subordinate to the 7th tier Gods.

Then it comes to the 7th tier Gods they are superior to 12, 6th tier Gods. They subordinate to the 8th tier Gods.

Then it comes to the 8th tier Gods they are superior to 12, 7th tier Gods. They subordinate to the 9th tier Gods.

Then it comes to the 9th tier Gods they are superior to 12, 8th tier Gods. They subordinate to the 10th tier Gods.

Then it comes to the 10th tier Gods they are superior to the 12, 9th tier Gods. They subordinate to the 11th tier Gods.

Then it comes to the 11th tier Gods they are superior to the 12, and 10th tier Gods. They subordinate to the 12th tier Gods.

For this group of Gods, there is no one above them. They run the whole council through a voting system when making an important decision, every one among them is given an equal amount of power.

This pyramid-like power structure was created to reduce the workload while also to make the council more systematic. They were classified into tiers to make the council more organized.
