"Did I hear you right? They're going to present Tobin with a letter? What the hell?" she stared at him, her mouth hanging open in dismay.
"A written protest signed by all the men, asking him to reconsider his policy." Lucas explained.
"That protest won't be worth the parchment it's written on! What they need to do is collectively refuse to open their coffers until Tobin agrees to sit down and negotiate with them."
"Celia, they'll never do anything that bold as a first step. These are conservative men, set in their ways."
"Boldness is what's needed! This is what the mighty lords of Havietten describe as standing up against oppression? A stupid written protest?" she scoffed. "We both know Tobin will take such a letter and trample it into the dirt. Then what? The nobles just capitulate and go back to paying the taxes that Tobin wants regardless?"
