The city of Thebes was experiencing hard times, its governor was merely a puppet who just agreed to every decision made by his superiors.
Under his leadership heavy taxes have been imposed to fund Enforcer operations and maintain control. Large portions of the population lived in extreme poverty, unable to afford basic needs.
Enforcers have taken over key parts of the city to monitor resistance groups and suppress citizen riots. Regular patrols create fear among citizens, and their harsh methods disrupt daily life.
The new government also discouraged traditional practices and rituals seen as symbols of rebellion. Temples and cultural landmarks have been repurposed or abandoned, leading to a loss of identity among locals.
