While the original plan was for him to slowly rise to power in some remote and poor corner, he lacked manpower and resources. Most importantly, without any startup capital, it was impossible to expect anyone to work for him without compensation. To convert the technological knowledge in his mind into reality, he at least needed the most basic industrial system, right? At the very least, there needed to be mines, electricity, machine tools, and such; even if he had to do it by hand, he still required materials, didn't he?
