Chapter 4: How to Govern the Clan with These Pests

It was a pity there was no plum wine at hand, and they were in the middle of the street. Otherwise, Yuhara would have loved to have a 'plum wine debate' about the clan leader. Nevertheless, his words had a significant impact. Uchiha Shisui was now utterly stunned. Seeing his dazed expression, Yuhara was quite pleased. If his words didn't stir any emotions in Shisui, then his efforts would have been in vain.

Strictly speaking, discussing such matters with Shisui was very risky, but being forcibly bound to the clan by the system, Yuhara had to make decisions quickly. Less than a year might seem like a long time, but for Yuhara, it was almost like starting from scratch. He had only one year to build something from nothing, so he couldn't afford to be complacent.

"Yuhara, do you even understand what you're saying?" Shisui finally snapped out of his stupor. He immediately scanned their surroundings to ensure they were in a safe place. Once he was sure, he looked at Yuhara with a serious, even slightly grim expression.

"Your ideas are dangerous, really dangerous. You..."

"Aren't my words true?" Yuhara interrupted him before he could finish. Although Yuhara kept his voice low, it carried an unprecedented determination.

"You and I are both young, full of energy and drive, and we both have a common goal. Although our goals may differ somewhat, we both desire peace between the clan and the village. But look at the state of our clan's relationship with the village under Fugaku Uchiha's leadership. It's deteriorated to such an extent. Shisui, with your unique position, you should see this most clearly."

Shisui gritted his teeth, wanting to argue but finding himself unable to speak. Deep down, he had already accepted Yuhara's words, his resolve starting to waver. This was a dangerous sign, one Shisui, as a ninja, was acutely aware of. But Yuhara's words had struck a chord, making them impossible to forget.

Could it all be the clan leader's fault? Would changing to a better leader solve everything?

After a long pause, Shisui's expression finally calmed. He stared intently at Yuhara before slowly asking, "So, if you were the clan leader, what would you do?"

"Shisui, have you noticed that your perspective is really narrow?" Yuhara sighed slightly before continuing, "What a clan leader should do is something we both know, but the extent of it depends on the village's response."

With that, Yuhara changed direction, leading Shisui towards the forest behind the clan. This forest, once an abandoned training ground used by Obito, had become a deserted place after his departure. Yuhara often trained here, treating it almost like his private base. Here, they could talk without fear of being overheard.

"What do you mean by that?" Shisui asked, observing their surroundings.

"I mean your thinking is a bit narrow, Shisui," Yuhara said with a casual smile that quickly turned serious. "The clan and the village are one entity, inseparable. Do you know the biggest flaw of the Uchiha clan?"

Flaw? Shisui shook his head. Although he had access to a lot of information as an Anbu member, understanding it was a different matter, much like not comprehending why Danzo Shimura hated the Uchiha so much. Seeing something and understanding it were two entirely different things.

"The biggest flaw is the Police Force," Yuhara sighed. He had hoped he would never have to reveal this secret, intending to use it as a lure for Sasuke if he ever defected. But now, he needed it to try to persuade Shisui.

"The Police Force's primary duty is to maintain law and order within Konoha, drafting village regulations, and apprehending criminals and rogue ninjas. In this aspect, the Uchiha haven't done too poorly. But do you know why the Police Force has such a terrible reputation?"

"I don't know," Shisui admitted, looking at Yuhara expectantly, almost like a student eager to learn.

"It all starts with the Second Hokage, who established the Konoha Police Force. Ostensibly, he handed this crucial department to the Uchiha, but in reality, he assigned them the role of enforcers of punishment. By building the Police Force and the prison together under the guise of crime surveillance, he effectively pushed the Uchiha to the fringes of the village. After all, our clan produced Madara Uchiha. The Second Hokage's goal was to monitor the Uchiha and prevent another Madara from rising, believing this would protect Konoha better."

At this, Yuhara paused, noting Shisui's changing expression. Shisui knew who Madara Uchiha was and had heard stories about him. There were still many followers of Madara within the Uchiha clan.

"The Third Hokage and his core team were all disciples of the Second Hokage, steadfastly adhering to his philosophy," Yuhara continued, not giving Shisui time to fully absorb this. His words sent Shisui into a deeper state of despair.

"Under such a philosophy, Konoha has never truly trusted the Uchiha, especially after the Nine-Tails incident, which exacerbated this mistrust. Look at the Uchiha's current predicament. In many ways, the Uchiha have been driven to this point. Unfortunately, we now have a clan leader like this. Our fate is all too predictable."

Yuhara sighed deeply, his gaze locking with Shisui's. Shisui seemed to be in a daze.

"That's why I say that even after overthrowing Fugaku, we need to see how the village responds. However, a unified clan is far more intimidating than a divided one. At the very least, our stance can't be ignored by Konoha. If we do well enough, gain enough influence, we might even work our way towards becoming the Hokage!"

Yuhara smiled, seeing the flicker of determination in Shisui's eyes. He patted Shisui's shoulder firmly. "So, how do we govern the clan with these pests? We must believe in ourselves!"
