Seeing Rias' reaction—someone who practically tried to assault me, which we definitely need to discuss later—I realized that this person might not be a friend.
Not that I didn't already have enough information from my Sixth Sense about him being a Fallen Angel.
"Why are you here?"
Rias appeared angry, almost seething.
However, she wouldn't be foolish enough to attack someone with an Impossible threat level, right?
"Well, I am—"
Maybe I overestimated her ability to assess the situation.
"Wow there, princess." The man calmly dodged the orb of devilish red energy shot at him. "I'm not here to fight you; you should relax."
I wasn't sure what to focus on.
The fact that I was almost assaulted.
The man who could easily kill both of us with a sneeze.
Or the strange red orb of magic she had just shot?
"Azazel…" Rias hissed his name, "The Governor General of the Fallen."
Oh, thank goodness.
At least she was back to her senses.
"I'm glad you recognize me, princess."
I wasn't sure if he was mocking her with that princess title or showing respect due to her family background.
"Why are you here…" She finally spoke, thankfully not throwing more magic at him.
Once again, I felt like I should be present here.
Maybe I should leave?
"I'm here to apologize, Gremory."
Although, maybe I didn't need to.
"I'm here to apologize for what the children under my command did to you and your place."
He wasn't here to pick a fight or cause trouble?
Then again, Rias did call him the Governor General of the Fallen. No person in such a position would seek unnecessary trouble.
Wait, isn't he the one who sent Vali to retrieve Raynare and Kalawarner?
"How can I believe you," Rias said, her powers still on display—bright crimson energy swirling at the palm of her hands. "Your Fallen targeted my town, my people, and nearly killed an innocent nun."

Asia had always been their target.
If not for them being sidetracked by me and Issei, they might have succeeded in harming Asia, and we wouldn't even have known.
"And that's why I'm here today." He took a deep breath. "To formally apologize and maybe make things right."
"You can't make things right." Maybe it was the countless issues on her mind—Riser, the Rating Game, and her hatred for the Fallen—but she wasn't willing to listen to the man.
"I've already sent a letter to Lucifer, and he's fine with me being here."
Just… don't tell me that Satan himself will show up.
Rias was slightly taken aback by that. "B-Brother did?"
As far as I know, he didn't want any of this. That much was clear from him sending Vali and from my conversation with the White Dragon Emperor.
"How do I trust a Fallen?" Rias asked, still unwilling to listen to the man.
However, I could see she had calmed down a lot.
"That…" The man wanted to explain—although I doubt he could to someone who was emotionally driven—but he didn't need to.
"He's telling the truth, Rias."
Thankfully, someone more logically driven decided to help him out.
"I just received a letter from Lord Lucifer," Sona said, walking towards us, with Tsubaki right next to her. "He assures that Lord Azazel has no intent of causing trouble like his Fallens did."
She certainly wasn't too pleased with his presence either. The emphasis she placed on the words was proof enough.
"Sitri," the man didn't seem worried or insulted in the least.
But I guess when you're that strong and hold such high authority, the words of kids don't matter much to you.
However, I couldn't help but feel uneasy about the glances he kept casting at me.
What is he thinking?
"Lord Azazel." Sona nodded, showing respect despite her reluctance.
Finally, after the mention of Lucifer's letter and Sona's reassurance, Rias calmed down and dispelled the chilling crimson magic she had been wielding.
"I think it's better if we talk inside," she said, looking around. "While this place is secure, we never know who might break the rules and come here."
Why do I feel like she's targeting someone?
Someone definitely came here before, didn't they?
"That sounds good," he agreed. "After all, these talks involve the politics of the Fallens and Devils and the people affected by them."

Why is he looking at me?

A magician, as he described himself.
But he's a human magician who obtained magic through unconventional means—not by studying it, but by awakening to it one day.

"Because of your Fallens, this entire town has suffered," the Gremory heiress said passionately.
That was good—kids needed to be passionate. But she lacked the calmness that the Sitri heiress possessed.
Maybe that's why they were sent here together.
One for boldness and one for calmness.
"And I truly apologize for that." I didn't mind apologizing. Pride was too cheap to sacrifice for a peaceful discussion. "They were stupid and misguided."
'And whose fault is that?'
I expected a question like that.
Shemhazai certainly asked it, though surprisingly, these kids didn't.
"They caused too much trouble, Lord Azazel." The Sitri heiress sighed. "They involved innocents in this mess, caused enough property damage that we had to clean it up behind the scenes, and not to mention the mental strain everyone felt from it."
Those children were foolish enough to almost start a small war.
"They have been punished," I said, knowing the cost of this inconvenience had already been paid. "Two of them, Mittelt and Dohnaseek, were killed for their actions by Reo over there."
I pointed at the boy, reminding them that he had asked to be referred to by name, not as boy.
Heh.
Kids these days, so sensitive.
But this was an opportunity.
By agreeing with him a little, I could perhaps learn more about his magic and satisfy my suspicion that it might be a Sacred Gear—a mutated or previously undiscovered Gear.
"I had no choice," the boy said. "They were trying to kill me and my friend. It was self-defense… but I didn't realize how powerful my magic was back then."
I was surprised when I first saw him. His magic was incredibly well hidden, almost imperceptible.
It made me wonder if he had trained in magic, but if he had, the two devil heiresses would have been aware of it.
"If it was an apology you came to deliver, then we have heard you," the Gremory heiress said, somewhat tired. "You may leave."
"I agree with Rias." The Sitri heiress nodded. "There would be trouble if your presence here were noticed by other factions or groups. It would be problematic for us and the people of Kuoh."
They didn't need to worry about that; I understood their concern.
"Of course," I said, "I'm not here to cause trouble—not today, at least. However, I came with a token of apology. I know what you all faced was difficult, especially for a boy who recently awakened his powers."
The boy, Reo, looked at me with curiosity.
"So, I hope you'll be willing to forgive the Fallens a little," I said, noting that the boy was paying attention.
"What do you mean?" he asked, intrigued by my words.
"Well, after all the mess, it's only right that you have someone to help clean up the situation, right?" I could already guess everyone's reaction. "Someone to assist with your chores."
"What do you…" The Gremory heiress raised an eyebrow, and it was my cue to call for the girls.
"Girls, you can come out now."
As soon as I said that, everyone paused in shock.
Why?
Simple.
Because the magic circle that formed behind me teleported in two certain girls they knew.
"Raynare?" The boy gasped, while I saw the devils flaring their power.
"Why are THEY here?" both heiresses yelled in unison.
Even Raynare and Kalawarner looked confused and worried standing behind me.
"It's simple," I answered. "They caused trouble, disobeyed orders, and messed things up. So, it's only right that they fix things as well."
"Who do you…" The boy looked curiously, which only made the scene more amusing.
"Boy," I finally decided to ask. "Would you like to take them on as your maids?"
"What!"
"Huh?"
"Lord!"
Yep.
Their expressions didn't disappoint.

P.S. Regarding MC not training and other comments. (A) MC doesn't need to because it will not increase his power level. What happens is that he gets accustomed to the powers. And he is growing accustomed to the system more than the powers. (B) His power is based on imagination but there are levels to his magic/skills. A basic Elemental magic just cannot create a meter shower. Because he cannot use the other states of matter or phases of that element without getting access to it. (C) The more skills he acquire, the more his magic grows. Which means having Elemental Magic and creating like a million spells won't help at all. He will have a hundred spells that way that he won't even remember. The way to increase magic power is by acquiring new magic overall. Example, he has Basic Elemental Magic now, he will need Intermediate or Advanced Elemental Magic to reach the next level.
(D) Sure he can create interesting and creative spells but it still won't be destructive enough. An example would be, a tsunami. If you do not have enough magic in you, at best your imagination would be able to create a tsunami able to flood a building. But if you have the magical reserves of someone like Ophis, you will be able to flood the entire earth.
(E) Finally, he will train and will practice to grow accustomed to using his powers. But he need to complete quests to grow stronger. So, sending him on a long training arc practically does nothing.
The best example I can give is of an artist. Ask him to draw the image of Lucifer in the same level of beauty described. What you will get is a good enough drawing but nowhere near the level he might be imagining. Why? Because he lacks the capability, and the unfathomable skill that is required to paint something on that level. No matter how many colors or brushes he has, he just cannot draw Lucifer.
Same with MC.
Also, you think I haven't thought of something like using Barrier Magic to burst or compress someone from the Inside? Different is, he can do it for someone like a middle class devil, but take Ddraig for example? His magic is so strong that the barrier won't even be able to break his tissue.
MC needs to have transcendent level magic to insta wipe those level of beings. That is just how I designed the system.
I wrote so much and repeated so many times with that hope that ya'all understand. He will grow strong with arcs and be comparable with other beings soon. But for that, he needs to gather the advanced levels of those skills.
