In a spacious and brightly lit conference room:
"Does this mean all of this is true?" one of the Five Elders asked, astonished.
"It can increase training efficiency up to ten times. It's incredible that the Marines have such a revolutionary development."
The Five Elders were seated on the sofa, each displaying a different expression. As the apparent supreme rulers of the World Government, they were well-informed, but the CP0's report had still left them amazed.
"If your guess is correct, this new training room was likely created by Vegapunk," another Elder speculated.
"If it's Vegapunk, it's not surprising at all," remarked the Elder holding the First Generation Kitetsu, clearly displeased.
"Don't celebrate too soon," the Elder warned. "If we continue on this path, Marine will soon have a significant number of powerful new recruits."
"Remember, the Marine is just a tool we use to maintain our dominance. If we neglect it, we risk losing control in the future!"
Satan shook his head in disagreement. "You're right, but the current situation is still precarious. We need the Marines until the Pacifista and Seraphim projects are fully developed."
The short-haired Elder cleared his throat, drawing everyone's attention. "Instead of worrying about Marine's issues, we should focus on filling the vacancy in the God Knights."
The room grew serious at this mention.
"Damn Kizaru. He had Admiral-level combat power, yet he couldn't match the revolutionary Army Commander Crow. How else could we lose a member of the God Knights?"
"Fortunately, we managed to suppress the riot this time. If we hadn't, the consequences would have been disastrous."
There are nine members in the God Knights, selected from the nineteen Celestial Dragon families. Exceptional individuals from allied nations are also considered for selection. These knights receive the best resources and the most rigorous training.
If the CP0 is considered the Celestial Dragons' strongest shield, then the God Knights are their sharpest spear.
The plan was to deploy three God Knights along with a Marine Admiral to easily quell the rebellion of the Six Nations. However, the revolutionary army had preemptively set up an ambush with their elite troops, catching them off guard. Kizaru's poor performance had been particularly disappointing.
Suddenly, someone asked, "What about Carlos?"
The Elder with short blond hair shook his head. "The importance of the God Knights cannot be overstated. Every member must guarantee absolute loyalty. While Carlos is strong, he's an outsider, and that poses some risk."
Satan then spoke up, "In that case, I have a proposal." He looked around and slowly mentioned, "Red-Haired Shanks."
"Yes, he is on par with Hawkeye in terms of combat power, and as a Celestial Dragon, he is indeed a strong candidate."
After some discussion, the Five Elders reached an agreement.
"Tell Stussy to have someone contact the Red-Haired Pirates immediately. In addition, Marine cannot remain idle. Issue an order for Carlos to begin his campaign in the New World immediately!"
Since the Marine's recruitment order had been issued, thousands of people arrived daily to enlist. Among them were civilians, gang members, soldiers from various countries, and even powerful bounty hunters. Despite the distances, they flocked to Marineford from all over the world.
The benefits were generous, and many were eager to experience the "training room that can increase efficiency up to ten times" as advertised.
During this period, former Marine Admiral Aokiji arrived quietly at Marineford and met with Carlos in private.
Aokiji had only one request: that Nico Robin not be handed over to the World Government.
Carlos agreed readily, but in return, Aokiji was to serve as an undercover agent for the Marines, infiltrating Beehive Island to become Kaido's subordinate.

Carlos hung up the phone and rubbed his temples in frustration. The Five Elders had delivered two shocking pieces of news.
First, the rebellion in the Six Kingdoms had finally ended. Kizaru was defeated by Crow, the commander of the Revolutionary Army!
Carlos was stunned. The Revolutionary Army's audacity to challenge the World Government suggested they had significant power.
But Kizaru? Despite his usual nonchalant demeanor, he was a formidable fighter who could hold his own against the Pirate King's deputy, Rayleigh. The fact that he was defeated by an army captain was almost unbelievable.
The identity of the Revolutionary Army's undercover agent had also been confirmed. But compared to Kizaru's defeat, what irritated Carlos even more was the new order from the Five Elders.
Marine was to assemble a massive force and march into the New World within a month to deal with the Whitebeard Pirates, Bullet, and others as quickly as possible.
"It seems the Five Elders aren't just going to sit back and let Marine grow stronger at its own pace," Carlos mused.
He sighed deeply. From their conversation, he could sense a shift in the Five Elders' attitude.
Currently, all members of Marine, from Akainu and Fujitora to the newest recruits, were spending every spare moment in the training room, practicing diligently. Within less than a week, nearly a hundred strong individuals at the school officer level had emerged.
If this trend continued, it was estimated that within a year or two, Marine could potentially boast two to three Emperor-level combatants, four to five Admiral-level fighters, and numerous Vice Admirals. With such growth, Marine could eventually dominate the entire world.
But the current issue was the fragile relationship between Marine and the World Government. Cooperation and suspicion were intertwined.
Carlos knew that now was not the time to stand alone. He needed to produce results quickly to alleviate the Five Elders' doubts. The wages and benefits for soldiers, as well as the research on Vegapunk, required significant funds, and the Five Elders were growing wary. It was unlikely they would continue providing financial support indefinitely.
The key to resolving the situation seemed to lie in the clone...
With this thought, Carlos closed his eyes and focused on the clone. When he opened them again, he found himself amidst a sea of clouds. The strong wind howled around him as the outline of an island gradually appeared below.
In the center of the island stood a massive skull-shaped building. This was the destination of his journey—Beehive Island.
Since transforming into a giant dragon, Kaido had flown from Egghead Island for over ten days to reach Beehive Island. This place was notorious as a lawless zone and a haven for pirates. It was a breeding ground for all manner of vice and crime, including arms smuggling, illegal trade, and slave trading.
As Kaido drew closer, the pirates on the island noticed the unusual sight. The commotion grew as countless eyes turned to the sky, and chaos erupted below.
