The first one is going with a professor, this way is a secured one because the 'alliance' composed of the top trainers in different Islands or countries can know the progress of each trainer.
Even though each citizen have an ID, if you captured a Pokémon, doesn't matter how weak is it, you have to pay for a Pokémon trainer license. Although there are levels for each license. Which go from tier F to tier S.
For example, If you live in a farm, there is a chance that Pokemons could go there to eat, drink, relax or simply passing by, that are not captured. So you could get a F tier farm license in case a battle occurs with your Pokémon and get compensation if any loses happens. A tier F farm license let you have 10 pokemons. While a F tier non battle citizen let you have 3. A normal Pokémon trainer receive a F rank license with a carry limit up to 6 pokemons.
The more Pokémon you have in a farm the highest level of license you are going to get. Even though you pay for the license, you can say that the government pays you instead.
Each license cost only 1,000 poke dollars. If you go to the government and let them know you captured a pokemon, they are going to give you 3,000 poke dollars in return, on top of three poke balls if it's a farm or non battle citizen. And the better part is you just have to pay one time to get your license, all the upgrades tiers in your license after are free, if you met the requirements. Of course, you have to pay double the amount if you lose your license.
Same happens when you are in a city, but is a a little stricter. No one wants to hurt innocent people, so each trainer let each other know if they are capable of a battle or not and the top leaders can know which Pokémon are capable of battling in case of a emergency.
The trainer can receive money or privileges in case they found something new about a pokemon. The more powerful a trainer is the more privilege it will receive. Sure with few exceptions.
The second method, is by capturing a Pokémon all by yourself. Even though it's risky Depending on the Pokémon you battle. Some people became friends with pokemons before catching them if you have a poke ball.
Third method is if someone gift you a Pokémon
Fourth is if you pay someone to help you catch one.
Fifth is by showing what you are capable of to a pokemon. Some Pokémon wants to know if you have what it takes for them to follow you.
And lastly, if you go into an underground organization.
"This is your ID Joseph. In it is your address, town and region, you now possess an F tier battle trainer ID, with a carry limit of 6 pokemons.
Just to let you all know, if you catch more than 6 pokemon without upgrading your license, that pokeball will shrink and get blocked by the security mechanism. When you level up your license to tier E, the government is going to assign you a place where every Pokémon you catch is going to be send to. That is if you don't have a place for someone to take care of them personally.
Each pokeball you buy is registered in your name unless you specify if you are going to give it as a gift, you can ask for a gift delivery on the poke market for a few poke dollars to send the pokeball to the destination you wants. If you take it personally, it is going to be unblocked for three days, after that it is going to be blocked. Until the person you choose to gift it to claims it as theirs. Please Remember the time frame. And most importantly you can only buy up three pokeball for gifting in a day.
That's because the government don't want an stampede of "gifted" Pokémon in the middle of a city.
Every pokeball has a serial number on the bottom, if you lose one you can go to the poke market to see if someone has found it and if they could send it to you for a fine you are going to pay. But that option is going to be available only for 2 days. If 2 days passes and you are late to reclaim it. The person who founds it will be lucky enough to get a free pokeball.
