After Senju Tobirama left, he climbed to a high vantage point. It was during this time that Yuya expressed his desire to construct a landmark building. The result was two twin buildings, each ten stories high, located in the center of Konoha.

Looking around, Tobirama marveled at the busy streets of Konoha, which thrived even in daylight. Shops owned by people from Kirigakure and Sunagakure had begun to appear, each with their own offerings.

While some areas were quieter during the day due to civilians working, it was said that the evening brought a lively atmosphere to those neighborhoods.

Despite Yuya's complaints about a shortage of people, Tobirama could not see any lack of activity in Konoha. He was satisfied with what he observed.

His gaze fell upon a familiar gambling house, evoking memories of his elder brother, who had often frequented such places during his lifetime.

But wait... was that a child entering the gambling house? Tobirama's expression darkened.

Suddenly, a wave of anger surged from him, catching the attention of Sarutobi Hiruzen and Uchiha Kagami, who were standing nearby. They exchanged glances, both knowing Tobirama's temper well.

On that day, a cry rang out across Konoha: it was Senju Tsunade, the princess of the Senju clan and granddaughter of the legendary Hokage, Hashirama.

The door to the Hokage's office burst open. Yuya, buried beneath a pile of documents, raised an eyebrow. He couldn't help but wonder who would dare kick down the Hokage's office door. Glancing up, he saw it was his uncle.

"Yuya!" Senju Tobirama's voice thundered as he struggled to contain his anger. "I want you to drive those gambling houses out of Konoha!"

Yuya, still surprised, replied, "What?! Uncle, are you out of your mind? Do you have any idea how much that would cost?"

Tobirama frowned, clearly annoyed. "What do you mean?"

Yuya sifted through the clutter on his desk and produced a document, handing it to Tobirama. "This is the transaction tax and licensing fees those gambling houses paid last month."

He explained that instead of a fixed monthly protection fee, he had implemented a 15% tax on transactions, allowing the gambling houses to operate openly while prohibiting them from offering loan services. If anyone attempted to lend money, they would face immediate inspection and expulsion.

The gambling houses, after weighing their options, had agreed to the terms, and now Yuya's monthly income exceeded ten million taels.

Yuya couldn't help but smirk. Did they not understand that in order to profit from gambling, they first needed to build a customer base? He was aware that some gambling houses were already setting up illegal operations outside the village, disguised as informal lending services.

But Yuya was prepared. The new regulations made it clear that no deferred payments or loans would be tolerated, and any violations would result in arrests.

Thanks to this strategy, ordinary citizens in Konoha now had more money, while Yuya had closed off the exploitative practices that could ensnare them.

Was this approach morally questionable? Perhaps, but Yuya felt justified; he believed that the gambling houses deserved such treatment.

Tobirama's anger flared again. "That little brat said today was her first time going there!"

Yuya quickly reassured him, "Calm down. It may not be her first time, but I have people watching over her."

Tobirama shot back, "And you let her go? Is this how you handle her safety after I entrusted her to you?!"

Yuya sighed, "Alright, alright, it's my fault. I'll take care of the gambling dens tomorrow!"

Tobirama's expression softened. "Good. That's better."

It was clear that Tobirama had been blinded by the significant revenue generated from the gambling houses.

Since Konoha's founding, the village had never amassed such wealth. How could these establishments dare to profit so substantially off Konoha?

Yuya sighed, knowing this would be the last time he could deal with the gambling houses effectively. They wouldn't dare return after this.

With that in mind, he resolved to visit the Uchiha clan the following day.
