It wasn't that he feared being discovered. Even if he were, it wouldn't matter much.
To emphasize again, the individuals Hui used for these experiments were heinous criminals/ Unforgivable, depraved individuals who had long since forfeited their humanity.
They were all death row inmates, so using them for experiments posed no ethical dilemma in Hui's eyes.
Before him lay a person who exhibited faint traces of natural energy flowing into their body, though they appeared outwardly normal.
Hui's lips curved upward in satisfaction.

"A technique capable of revolutionizing the entire ninja world has finally been born," Hui murmured to himself. Even with his level of composure, he couldn't suppress his excitement.

Only then would he extend it to Konoha and eventually the wider ninja world.
