Well, not by himself, what were his capable subordinates for if not to delegate work?.

With this thought, Hui relaxed. He leaned back, exuding calm confidence, as he waited for the others to propose their ideas.

Some of the attendees noticed his composure and immediately realized that Hui must already have a plan in mind.

They knew him far too well.

"Managing the entire world is indeed an important matter… Managing the various countries might be relatively straightforward. After all, the entire world is now essentially one nation under a new name.

"The real challenge lies in managing the other villages. How about we implement Konoha's model as a universal template?"

Someone proposed this idea. Lacking a better suggestion, they opted to replicate Konoha's approach.

"No, that won't work," Hiruzen interjected, rejecting the proposal. "The circumstances of other villages are vastly different from Konoha's due to geographical disparities.

"For instance, take the Land of Wind. Most of its land is desert, offering few resources to support development.

"That's why Sunagakure has always been inclined to wage war against other villages, particularly Konoha.

"And there are other regions like the Land of Wind, places like the Land of Snow, which is entirely covered in ice and snow.

'Forcing Konoha's model onto these places would inevitably lead to conflicts over resources and development plans. Any misstep could result in the collapse of the entire system."

The room fell silent as the weight of Sarutobi Hiruzen's words sank in.

They had almost forgotten that not every region in this world was like the Land of Fire.

Konoha's rapid development in recent years had been heavily supported by the resources of the Land of Fire.

"In conclusion, implementing Konoha's model across the entire world is unfeasible. Each region requires a tailored development plan," Uchiha Kagami stated firmly.

Hui, who had been listening intently, began tapping his fingers lightly on the table.

Hiruzen's remarks had sparked an idea.

This world indeed had significant geographical diversity.

The unique environmental conditions of each region determined their distinct developmental trajectories.

Some places were rich and fertile, like the Land of Fire.

Others were barren, like the Land of Wind.

Even places like the Land of Lightning and the Land of Earth had limited resources, just barely sufficient for development.

Everyone else in the conference room was furrowing their brows, struggling to come up with an effective solution right away. It seemed more efficient to let Hui share his idea, then refine it collectively.

Hearing Tobirama's words, Hui nodded and began to speak.

"Regarding the issue of unequal resources and geographical differences, I do have some thoughts.

"As Minister Sarutobi and Minister Tsunade have pointed out, the disparities across this world make it impractical to impose a uniform standard.

"Due to geographical factors, some areas are naturally wealthy while others are impoverished.

"This is the power of nature, something humans have always struggled to change.

"But 'difficult' doesn't mean 'impossible.'

"If geography limits development, then we'll change the geography itself!

"Take the Land of Wind, for example. Everyone knows it's a vast desert. Most of it is nothing but useless sand, with severe shortages of water and other resources.

"But what if there were two or three rivers running through the Land of Wind?

"What if the Land of Wind had several expansive forests?

"What if we controlled the weather there?

"Wouldn't that transform the environment of the Land of Wind, making it suitable for human habitation and agricultural development?"

"When Hui finished speaking, everyone in the room was stunned.

"To alter the geography itself, was such a thing even possible for humans?

Seeing their confusion, Hui turned his gaze to Nawaki.

"As for the forests, Nawaki's Wood Release can handle that with ease. A few uses of Nativity of a Sea of Trees should suffice.

"Constructing rivers? Leave that to me.

"Changing the geography is entirely achievable.

"As for weather control, I've encountered a shinobi clan capable of manipulating the weather. We can research that further.

"And don't forget, we have a Development Division. From now on, their primary focus will be on creating weather-controlling techniques.

"Once we've developed such techniques and trained individuals to master them, the entire shinobi world can enjoy harmonious weather year-round.

"Of course, nature has its own self-regulating system, maintaining the world's balance. Our actions will undoubtedly disrupt this equilibrium.
