War council or Cooking Competition?

The main assembly hall of Thimoria bustled with activity as preparations for the war council neared completion. Eldra stood at the centre of it all, her sharp gaze scanning every detail. The high windows cast beams of light across the polished floor, glinting off the ceremonial armors of the attending nobles. 

Around her, the nobles of Thimoria clustered in small groups, murmuring their thoughts and opinions, but none dared approach her directly—not until they were summoned.

Thimoria had a weird structure of control with the academy as the main point of control and Eldra being the highest authority in Thimoria. Most of the nobels in Thimoria were either chosen by Eldra herself, or appointed by other nations to keep the balance, so none of them had the power to influence decisions of Eldra.
