Dodai knew the Third Raikage's temperament all too well. Watching the Two-Tails rampage through the village, leaving devastation in its wake, he could tell the Raikage was itching to charge out and stop it himself.

But he couldn't.

The Raikage had to stay in the command center, overseeing the entire village and preventing Madara from taking advantage of the chaos.

If Madara did show up, the only one who could stand against him was the Third Raikage.

At least, that was what the higher-ups of the Cloud Village believed.

And so, the Third Raikage could do nothing but sit and watch as the Two-Tails wreaked havoc.

"Father, let me handle this. I'll lead the Sealing Team and personally subdue the Two-Tails."

A stepped forward, standing before the massive window of the Raikage's office.

Without hesitation, he kicked the glass, shattering it completely before leaping out.

Watching his son smash the window instead of using the door, the Third Raikage twitched slightly.

It seemed A had inherited this habit from him.

Why can't you two just use the damn door?

Every time something happened, the office windows suffered. And they weren't cheap to replace.

Dodai sighed and covered his face.

"Looks like we've got a problem."

The Third Raikage remained still, seated firmly in his office, observing the situation. He had no intention of making a move.

Meanwhile, A led an elite force and the Sealing Team to suppress and reseal the Two-Tails.

Seeing how the Cloud Village was mobilizing, Black Zetsu felt a tinge of disappointment—but he had already accounted for this.

"Well then, let's make things even more chaotic."

Black Zetsu began releasing White Zetsu clones from the Kamui dimension.

It was their turn to act.

The same kind of havoc they had unleashed in the Stone Village would work just as well here.

Unless the Cloud Village received immediate aid from Konoha, they would be facing betrayals from within—courtesy of White Zetsu.

And once the village descended into chaos, Black Zetsu would have his opportunity.

Speaking of opportunities… a flicker of frustration and cold determination passed through his eyes.

If Madara weren't so damn uninterested in everything, Black Zetsu wouldn't have to struggle like this.

Unfortunately, he had been stuck with someone as stubborn as Madara.

Getting Madara to act depended entirely on his mood.

But if the Cloud Village thought they could just reseal the Two-Tails, they had another thing coming.

Hiding in the shadows, Black Zetsu directed the White Zetsu clones to attack the wounded, assuming their identities or infecting them with parasitic spores to gain control.

Meanwhile, Black Zetsu himself handled the finishing touches.

"Enough of this—stop right now!"

A wasn't as monstrously strong as his father, but his sheer physical power was enough to allow him to face the Two-Tails head-on.

He couldn't match the Eight-Tails, but the Two-Tails? That was within his capabilities.

The Two-Tails let out a sharp, piercing roar, blue flames erupting into the sky, engulfing A.

But he wasn't fazed.

Lightning chakra surged around his entire body, shielding him as he charged through the flames, delivering a devastating punch to the Two-Tails' head.

With a pained shriek, the massive beast staggered backward, crashing into several buildings.

Back in the Raikage's office, the Third Raikage watched through the gaping hole in the wall that A had kicked open.

Arms crossed, he nodded approvingly.

"This kid is more than capable of standing on his own now."

That's not the point!

The entire village was in chaos!

What use was it if A was strong enough to fight alone?

Still, at least he was holding back the Two-Tails. With the support of the elite Jonin unit and the Sealing Team, they had a solid chance of containing the situation.

Worst case scenario, the damage to the village would just be severe.

Between heavy losses and failing to defend against a major enemy, Dodai would choose the former.

As long as the Third Raikage stayed put, they could wait for the real enemy to reveal themselves.

But watching the destruction unfold, Dodai felt his heart ache.

The village wasn't just losing people—rebuilding after this would cost a fortune.

And they couldn't afford to cut corners.

Even though the Cloud Village was wealthy, it couldn't handle repeated blows like this.

They had barely recovered from the Eight-Tails' previous rampage years ago.

And they still hadn't figured out who had provoked it back then.

"Hold it back!"

A roared, blocking the Two-Tails on his own as the Jonin unit coordinated their attacks. Meanwhile, the Sealing Team prepared their techniques, waiting for the right moment to bind the beast.

As long as nothing unexpected happened, they had a high chance of successfully resealing the Two-Tails.

But would Black Zetsu really give them that chance?

Not a chance.

The Two-Tails was powerful, but compared to the Eight-Tails, it was significantly weaker—let alone the Nine-Tails.

Under A's relentless attacks and the Jonin squad's interference, the beast was steadily being pushed back.

It didn't even have a chance to fire a Tailed Beast Bomb.

A was well aware of how dangerous that attack could be.

He was watching for any sign of it and was ready to interrupt the moment the Two-Tails attempted to charge one up.

That left the Two-Tails in an awkward position.

Tailed Beast Bombs required too much time to gather power.

Its smaller, faster versions could be fired quickly—but they lacked the raw destructive power needed.

With A and the elite Jonin constantly pressuring it, the Two-Tails was being completely suppressed, unable to unleash its full strength.

Watching from the shadows, Black Zetsu couldn't help but curse under his breath.

If the Two-Tails had followed his plan properly, it would have devastated the Cloud Village by now.

But once freed, it had behaved like nothing more than a wild, enraged animal.

Forget following his strategy—it wasn't even attacking coherently.

It just kept roaring and thrashing around, demolishing buildings in frustration.

Still, a Tailed Beast was a Tailed Beast.

Even with its disorganized rampage, it had already caused plenty of deaths and injuries.

Which was exactly what the White Zetsu clones needed.

They thrived in situations like this.

The more wounded there were, the easier it was for them to approach, absorb chakra, and take over.

And the more opportunities they had to wreak further havoc.

As chaotic as the Two-Tails' fighting was, it had already provided Black Zetsu with plenty of chances to escalate the situation.

Then, just as the Sealing Team activated their techniques…
