The Things About Mewtwo

The scene fell into an eerie stasis.

Rope didn't like to reveal people's scars, but for him, what exactly was the significance of Mewtwo's existence was a point he was wondering about. If the purpose of creating Mewtwo was to use him to conquer the world. Then what was in Mr. Fuji's head when he created Mewtwo was also world conquest? If not, then what?
