Daphne is not stupid and after negotiation both side became equal partners where they would provide part of the funds for the loans and the goblins would check the situation to recover the money and other paper work.

Daphne chartered many conditions and carefully arranged the things. Also this business should only be cooperated with Daphne and goblins should not use her idea. This was specifically signed by minister of magic and got the rights to do financing business.

Naturally Gringotts are partners. Then Daphne introduced the magical creature crafts. For example the spider silk has strong properties and some can last for a long time. They can be made as protective clothes or ropes or fiber or something else.

Similarly other creatures also have various benefits that Daphne can use in different places. Those magical creatures can either take money or barter with Daphne with the resources she has with her in return for some things they wanted.

Just like that a special financing and trading business is started and Daphne named it as the golden moon traders and financers. This was arranged with permission and it even got the seal of approval from muggle prime minister.

So they are no longer outsiders and even if the minister of magic changes things would not change and Daphne can still get all the benefits that she wanted without any problem. That is no one can stop them.

This is a quick step to improvement and no one stopped her. With the help of wily she went to many places quickly sorting out the things while others are not paying attention at Hogwarts. 

Without the threat of the plot and basilisk Hogwarts is not locked and Daphne was able to freely do what she wanted without any fear of anyone noticing her.

The dueling club was started and Daphne also decided to start releasing the news about Lockhart. But she stopped so that the things would be spicier when the news takes a little longer to deliver.

The popularity of Lockhart should be used to damage Dumbledore more. For that she still has to wait because they are currently searching for the missing diary of tom riddle. Unfortunately it was already destroyed by Daphne long ago.
