As the new Omni-King, the Grand Priest understood the importance of maintaining balance in Universe 7. With Beerus ascending beyond the constraints of his previous role, a new God of Destruction was required.
Before departing, Whis, Universe 7's former guiding angel, had given a final recommendation:
"If you seek a worthy successor, I suggest either Son Goku or Prince Vegeta. Both have surpassed the limits of mortals and touched the realm of divine power."
The Grand Priest considered this carefully. These two Saiyans were indeed exceptional, their battles having shaped the fate of the universe on multiple occasions. But to properly oversee a new Destroyer, an Angel must also be assigned.
Thus, before choosing a Destroyer, he would first create a new Angel.
