General Anatoly Morozov greeted them with a nod, but no smile. "We speak plainly tonight," he said in Russian. The translator began, but Arjun raised a hand.

"No need. I've been studying," he replied in surprisingly fluent Russian. "Let's begin."

"This is the proposed arrangement," Morozov began, laying down the stakes like a chess grandmaster. "In exchange for exclusive fabrication rights of the GhostX architecture—non-exportable outside Russian borders—we offer the following terms:"

- Access to two Siberian-grade rare-earth vaults containing dysprosium, neodymium, samarium, and scandium—materials that had been hoarded since Soviet times.

- Monthly allocations of purified silicon wafers and gallium arsenide suitable for chip-level energy transmission nodes.

- Annual extraction permits in Yakutia for cobalt and tungsten—highly classified and previously restricted to internal military R&D.

- Complete oversight denial from any international regulatory body, using internal agricultural research front-end masking protocols.

- No US dollars to be exchanged; all transactions to be carried out via material ledger.

Morozov tapped a flash drive on the table. "You will find the coordinates of the extraction points, the cargo IDs, and the full routing matrix inside."

"Estimated asset value?" Ishita asked calmly, flipping open her terminal.

Petrov grunted. "Roughly $1.2 billion USD annually if evaluated at current market rates. But that number's irrelevant—what you get is strategic independence."

Arjun leaned forward. "And in return, you'll receive full-scale production capabilities of our GhostX chip—14nm lithography architecture now, with roadmap to 10nm and 7nm variants by 2013. Onshore automation included. Fully encrypted AI cores. TMR fault tolerance and EMP-shielding calibrated to military standards."

He nodded to Ishita, who opened the case. Inside lay a cryo-stabilized GhostX chip, glowing faintly under a layer of nano-gel. She handed over a datasheet on NovaTech letterhead, sealed in thermoplastic laminate.

"Latency?" Morozov asked.

"Sub-10 nanoseconds. Includes quantum-noise filters to eliminate interference in signal-sensitive battlefield environments," Ishita replied. "We've also implemented adaptive learning—each chip improves its tactical efficiency the longer it remains operational."

"Power draw?" asked a military technologist.

"1.3 volts under peak load. We've embedded efficient thermal throttling—passive cooling supported by carbon-nanotube interlayer transfers," she answered without blinking.

A moment passed.

"Does the chip... learn?" Morozov finally asked.

Arjun nodded. "It doesn't just process. It thinks. Every drone you fly, every radar you run—will evolve."

"And it cannot be traced back to NovaTech?" Morozov asked sharply.

"Zero digital signature. Every wafer has unique error-pattern masking. Even if someone reverse-engineers it, they'll think it was developed in-house by your own team."

Silence fell.

Petrov leaned back. "We will house the fabrication under a civilian-agro industrial park outside Volgograd. You will install your Ghostline AI remotely, masked as an ERP system. Production will be tagged as automated fertilizer logistics systems. No one will question it."

Arjun's voice was ice. "Done."

They shook hands. Ishita pressed her wristwatch—initiating a silent encrypted beacon back to Eastern India.

Aritra inhaled. "Good. And the fallback site?"

"Vietnam shell company operational. Labeled under desalination tech. CIA satellites have rerouted observation due to false flags. They're tracing ghost data we injected from Dubai."

"Perfect. How are Salt Lake fabricators performing?"

"GhostX-01 yield at 98.6%. Initial 500 units completed. Next batch enters litho phase tonight. Power leakage within safe tolerance. Heat-dissipation efficient. Full AI boot verified on three out of five engineering samples. Full burn-in cycles projected complete by Friday."

"And America?" Aritra asked.

"They're laughing," she replied.

He smirked. "Good. Let them."

He walked along the edge of the pond, reflecting on the silent war he'd just escalated. When he returned inside, no one would know the world had changed.

Hughes laughed. "Give it two months. They'll beg to rejoin the global fabric. Then we seize their IP. QuantumNet, Ghostline, their entire firmware tree."

A junior analyst muttered under his breath. "Unless they've gone completely dark for a reason."

But no one listened.
