Ei and Makoto disappeared behind the gates of the Tenshukaku.
Under the eaves outside the Tenshukaku, a figure slowly emerged from the shadows. It was a Fatui debt collector.
Seeing the Raiden Shogun leave, he couldn't help but feel a lingering fear. As expected of a god—he had been discovered. Fortunately, she hadn't attacked him directly. Otherwise, he would have met his end right here.
However, he was puzzled.
Two Raiden Shoguns?
For a moment, he was completely bewildered. It didn't seem like an illusion. What exactly was going on?
The debt collector was at a loss, but he didn't dwell on it for too long. This was something for the Harbingers to deal with. Without hesitation, he disappeared into the shadows, making his way to report to Childe and the others.
When Ei and Makoto returned to the Tenshukaku, the people stationed there were utterly shocked.
For a brief moment, the guards were left speechless. Two Shoguns?
Especially Kujou Sara—when she saw Makoto and Ei together, she was in complete disbelief.
"The Shogun... isn't she inside?"
Just as she was about to speak, the doors of the Shogun's chamber slowly opened.
Raiden Ei, the Raiden Shogun, stepped out.
"It was a success?"
Upon seeing Makoto, a strange look flashed in Ei's eyes.
So this was Ei sister?
The resemblance was uncanny.
Ei nodded without saying a word.
Makoto, on the other hand, examined the puppet before her with curiosity.
"You are the Shogun? A puppet created by Ei?" she mused. "Not bad at all."
She seemed quite pleased. It felt as though she had gained another sister.
"Hello."
Makoto greeted the puppet Shogun directly.
"Hello," the puppet responded.
Seeing this exchange, Ei found the entire situation a little surreal. Something about it felt strange.
After greeting the puppet, Makoto turned her gaze toward Kujou Sara.
"You are Kujou Sara? Summon the head of the Kamisato Clan immediately."
Her tone was gentle, which only made Sara feel uneasy. This was different from the way the Shogun usually spoke.
She hesitated. "This..."
"This is the original Raiden Shogun," the puppet Shogun interjected. "She is Baal, the former Electro Archon. She does not have a tear mole. The one standing beside her is the second Raiden Shogun, Ei. I am the puppet created by Ei, referred to as the Shogun."
Kujou Sara was stunned.
A moment later, she hurriedly saluted.
"Greetings, my lord."
Three Shoguns. Who was she supposed to follow now?
"Enough," Makoto said with a smile. "Go and summon the Kamisato Clan's head. There's much to discuss."
Hearing her soft yet commanding voice, Kujou Sara nodded instinctively.
"Understood."
She decided she would follow Makoto from now on.
Such kindness and warmth... she had never seen it in the Shogun before.
She quickly turned and left.
Outside, she immediately contacted Kamisato Ayato and urged him to come to the Tenshukaku at once.
Inside, Ei and the puppet quietly accompanied Makoto as she settled into the chamber.
The puppet Shogun tactfully stepped aside, allowing Makoto to take her rightful place.
Makoto sighed as she looked around. It felt like a lifetime had passed.
She didn't dwell on it for too long and instead picked up some documents from the table, beginning to go through them.
Ei and the puppet Shogun stood quietly beside her.
The puppet knew exactly what Makoto was doing—this first Raiden Shogun was skilled in governance. That much was clear.
Makoto quickly scanned through the documents before finally speaking.
"The situation in Inazuma is not as bad as I imagined. It seems the Kamisato Clan has done a remarkable job."
Things were much better than she had expected. Everything was moving in the right direction.
And it was all thanks to Kamisato Ayato.
She was pleased.
The puppet nodded. "The head of the Kamisato Clan is indeed quite capable."
Even she had to admit it.
"General, you should sit as well," Makoto invited. "Once Ayato arrives, we will discuss Inazuma's future."
The puppet nodded and took a seat beside Makoto.
The two engaged in casual conversation, mostly consisting of Makoto's questions and the puppet's answers.
Makoto seemed quite satisfied with her. Though somewhat rigid, the puppet was competent.
"From today onward, you will be our younger sister," Makoto declared.
The puppet was momentarily taken aback.
Was this really okay?
She was just a creation—nothing more than a puppet.
Noticing her expression, Makoto simply smiled without further explanation.
Shortly after, Kamisato Ayato arrived.
Seeing the three Shoguns sitting together, he wasn't particularly surprised. Kamisato Ayaka had already briefed him.
Makoto greeted him warmly before diving straight into a discussion about Inazuma.
Meanwhile, the Fatui debt collector had reported the shocking news to Childe and the others.
Upon hearing it, both Childe and La Signora were filled with disbelief.
Especially Scaramouche.
He was utterly dumbfounded.
"Two Raiden Shoguns?"
"What... what's going on?" Childe muttered in confusion.
La Signora, on the other hand, was deeply skeptical.
"Are you sure there were two? One of them wasn't just a puppet?"
Her voice was sharp, her expression cold.
The debt collector hurriedly responded, "My lady, I am certain. There were two. And the puppet remained inside the Tenshukaku the entire time."
He wouldn't dare lie.
He recounted everything he had seen in full detail, his voice trembling slightly.
La Signora scrutinized him for a moment before finally speaking.
"Leave."
She wouldn't punish him. Not now.
If this were earlier, she might have disposed of him. But with her colleagues present, she couldn't afford to show weakness.
Especially not in front of Childe.
The debt collector bowed deeply and swiftly exited, relieved to have escaped unharmed.
He knew all too well how unpredictable the Harbingers could be.
