The city of Toronto unanimously formed a shadow government named The Underworld. Aimed to execute criminals, and people with powers deemed "corrupt", the story focuses on Eugene and his group that were assigned to investigate a series of crime scenes that are tied to a girl with immortality.

With clearance from Edison, he allowed me to view classified documents involving Eugene and his group. One that stood out to me was a person who was affiliated with him. His name was Theo Levi. These provided papers had led me to conclude he wasn't such a bad person after all. Who am I to judge a person who had been protecting his friends? Especially Eugene?

It's been noted that he had a family. I'm not sure if they are even aware their own son would go out to kill people. What is the point of him doing this? I don't see a benefit for Theo at all, and part of me wants to empathize. He had skills that could lead him so far, and maybe this was his own choice to be part of it. Yearning for purpose. Maybe.

I am aware Eugene has Theo's weapon. As for what he plans on doing with it, I wouldn't know. I recall from Edison that it's a blunt sword.
