Shops reopened, training resumed, and families began the painful yet necessary process of moving forward. The streets, once silent in mourning, now hummed with life. Children played once more, merchants called out their wares, and the blacksmiths worked tirelessly to replace lost weapons and armor.
Life moved on.
Yet, while the people of Konoha returned to their daily routines, the village's leaders had no such luxury.
Inside the hospital, in the personal ward of the Second Hokage, the highest-ranking officials gathered once more. This time, unlike their previous visit, they were not required to change into hospital gowns. However, all weapons were confiscated upon entry—an unmistakable sign that, while Tobirama was still weak, he would take no risks when discussing the village's future.
The room was filled with an air of tension.
Tobirama sat upright on his hospital bed, his body still heavily bandaged. His face, though paler than usual, was as stern and commanding as ever. Around him stood Hiruzen, Homura, Koharu, Tetsuma, the clan heads, and the key ministers of Konoha.
The Hokage's sharp red eyes flickered across the room, assessing each person in attendance. Then, without preamble, he spoke.
"Konoha must rebuild."
A simple statement, but one that carried the weight of an entire nation.
"The war is over, but the damage remains. We have lost over eight thousand shinobi. Many departments are struggling, and there are holes in our chain of command. Our economy has suffered, and our borders remain vulnerable to external threats. The village must recover swiftly, or we will invite new enemies."
He allowed his words to settle before continuing.
"Effective immediately, I am appointing Hiruzen Sarutobi as Acting Hokage while I remain in recovery. Homura Mitokado and Koharu Utatane will assist him in all administrative matters."
The announcement was expected, but hearing it aloud still caused a ripple of reactions in the room. Some nodded in approval, others exchanged wary glances. The shift in power was temporary, yet it carried long-term implications.
Tobirama continued.
"Several key departments require restructuring. We need a detailed report on the following before the week ends:
The shinobi forces—who remains, who needs promotion, and what reinforcements are required.
The village infrastructure—what areas need immediate attention and funding.
The intelligence network—our spies must ensure that no enemy village attempts to take advantage of our weakened state.
The economy—funds must be allocated carefully to prevent a crisis."
His words were measured, firm, leaving no room for doubt or hesitation.
He turned his gaze toward Tetsuma.
"I understand that many of you have suffered great losses. Your clans have bled for Konoha, and I will not forget that. But we must not allow grief to cloud our judgment. Stability is our priority. There will be no reckless power struggles in the wake of this war."
His words carried an unspoken warning—one that did not go unnoticed by those in attendance.
He exhaled slowly, his body still weak from his near-death experience, but his spirit unshaken.
"Leave no stone unturned. No loose ends. Konoha will not be left vulnerable. We have paid too steep a price already."
A heavy silence followed. Then, one by one, the leaders bowed their heads in agreement.
The war was over.
