Without it, we have no funds for reconstruction, no payments for our shinobi, and no resources to maintain our forces. This department will be led by Shigaraki Noboru from the Civilian Council. He has handled war logistics well, and he has the knowledge required to balance the village's economic needs."
Some of the clan heads frowned at the mention of a civilian leading such an important department, but Tobirama ignored their silent protests.
"The Mission Department must resume operations." His voice hardened. "During the war, it was reduced to handling internal logistics, but now, we must reopen missions for external clients. We need to assign personnel capable of handling this transition." He turned toward the Sarutobi clan leader.
"Hiruzen, you will oversee the department's reopening. Select capable shinobi to manage the workload, and I expect a full report on the status of mission scrolls still pending."
Hiruzen nodded. "Understood, Tobirama-sensei."
Tobirama shifted his focus. "The Intelligence Department needs urgent reinforcement." His gaze settled on the Yamanaka representative. "Who is currently leading your clan?"
A Yamanaka elder stepped forward. "Yamanaka Shiro, Hokage-sama. But he was heavily injured in the war."
Tobirama's expression darkened. He had expected this.
"Then the responsibility will fall on his son, Yamanaka Inoichi. He fought in the war—he has seen our enemies firsthand. He will be tasked with recruiting young shinobi who survived the war and training them in intelligence-gathering and psychological warfare."
The Yamanaka elder hesitated for a moment but then bowed in acceptance.
"The Jōnin Commander position has remained vacant for too long." His voice carried an air of finality. "With Lord Sarutobi Sasuke's death, we have lacked a clear leader for the Jōnin forces. This position must be filled through a majority vote by all active Jōnin."

"The Anbu Black Ops will remain fully operational." His tone left no room for debate. "We will maintain all six battalions. Konoha's borders remain vulnerable, and we cannot afford to weaken our elite forces."
Tetsuma, standing nearby, nodded in approval. He knew firsthand the dangers that lurked beyond Konoha's walls.
"The Security Forces will continue to be led by the Uchiha Clan."
This decision was expected, yet significant. The Uchiha had always been in charge of maintaining internal security, but with rising tensions among certain clans, there had been murmurs about redistributing their power. Tobirama, however, would not allow instability.
"The Shinobi Academy," he continued, "will be placed under Senju Renji. He will serve as Vice Principal, since the Hokage is always the official head of the academy."

He looked toward the medical advisors.
