The Kage gathered in the meeting room, the weight of their decisions heavier than ever. The newly summoned beasts, loyal to Kaguya, stood alongside Team 7, exuding power and unique abilities. Naruto stepped forward, his voice filled with determination. "These aren't just regular summons. These creatures are bonded with us, not just through chakra, but through experiences. They'll grow with us, and we'll grow with them. But there's something important you all need to understand. This isn't something that can be easily replicated. It takes much more than chakra to form such a bond."
Tsunade, watching the Nine-Tails with her keen eyes, nodded slowly. "So, this is more than just a trade of chakra. The connection you have with these beasts is something deeper. But what do you mean when you say it takes chakra from multiple Kage to form a bond with one of these creatures?"
Naruto turned to Black Zetsu, who had remained silent until now. The shadowy entity was always watching, waiting for Kaguya's wishes. Now, Zetsu spoke, its voice as smooth as ever.
"Indeed," Black Zetsu said. "Forming a bond with one of Kaguya's summons requires more than just a simple chakra exchange. The connection must be strong enough to sustain the creature, and in order to forge that connection, it requires the chakra of at least 10 Kage. Each beast needs a substantial amount of chakra to bond with a single village. And as you've seen, the Nine-Tails alone has already taken the chakra of 10 Kage to form the bond with Naruto."
The Kage looked at each other, their minds racing. "So, each of us would need to offer chakra to form a bond with these creatures?" Gaara asked, his expression hard to read.
"That's correct," Black Zetsu confirmed. "But the number of Kage needed depends on the creature. The more powerful the summon, the more chakra it requires. For example, the Nine-Tails, as it is tied to Kaguya's own essence, required a substantial amount of chakra—far more than typical summons. However, there is a limit to how many villages can receive a summon."
"Are you saying each village can only have one summon?" Onoki asked, his voice wary but curious.
"Yes," Black Zetsu replied, "each village can have only one summon. But Konoha, due to their proximity to Kaguya and the power of their bonds with Team 7, will have the privilege of having two. One of those summons is already bonded to Team 7, but the second can be chosen and bonded through the same process."
The Kage exchanged looks. This was a delicate situation. The idea of trading chakra for such powerful summons was tempting, but they couldn't ignore the risks involved. Still, there was a pressing need for stronger forces, especially in the face of the Otsutsuki threat.
"I believe we should consider the possibility," Tsunade said, her voice measured. "Each village could benefit from the strength of these summons. But how much chakra would be required to form such a bond?"
Naruto grinned, eager to explain. "Well, for example, for the Nine-Tails, it took 10 Kage, right? But the other creatures won't require as much chakra. The cheetah, the wolf, and the lion are all unique and powerful, but they don't need as much chakra as the Nine-Tails."
Tsunade nodded thoughtfully, turning to the other Kage. "But we need to be cautious. If this is as dangerous as it sounds, we'll need to make sure we can handle the consequences. Do you all agree?"
Each Kage nodded, though some were more hesitant than others. Gaara, ever pragmatic, was the first to speak. "I agree that we need powerful allies. But we cannot afford to be reckless with our chakra. We will need to ensure that the bond we form is something that can be sustained. If we sacrifice too much, we risk weakening our villages."
Kakashi, who had been listening closely, finally spoke. "The key is balance. We need to make sure that we have enough chakra to form the bond but don't overextend ourselves. The strength of these summons is extraordinary, but we don't want to lose what makes us strong."

Turning to his teammates, he spoke quietly, just for them. "We've got to get these villages ready. But this bond... it's something special. Not just for us, but for the future."
Sasuke, ever the strategist, nodded. "We'll do what we need to. But we have to make sure Kaguya's summons are ready when the time comes. They'll be essential."
