Indigo Plateau. Headquarters. Blue's massive office (so massive thanks to Lance). A few days before the events of Victory Road.
"Lt. Surge," Blue greeted the blond man in his military uniform with a grin. "Or should I say—new Minister of Defense?"
"Champion," the Lieutenant responded, standing at attention like they were still in uniformed service.
"As Minister of Defense, your role is different from the others. While most ministers focus on politics, your job goes deeper. You're in charge of everything related to Kanto's defense. Of course, in extreme situations, the Gym Leaders—or even I—will step in. As the strongest trainers in Kanto, it's our duty. But your responsibility is to make sure things never get to that point."
"Yes, sir!"
Surge wasn't the only one in the room. Lined up behind him stood every Officer Jenny in the Kanto region—thirty-seven in total. Each Jenny held the leadership position in her district, commanding a small army of officers, most of them men. Funny thing was, they looked almost identical, like in the anime. Only small details set them apart.
For instance, the Officer Jenny assigned to guard the Indigo Plateau was... unusually well-endowed.
Then there were the rangers—patrolling the wild routes beyond city limits, protecting both the Pokémon and the people who dared to venture into the wilderness.
But the system had changed. Now, each Gym Leader and their team was responsible for guarding the routes connected to their city. Why? Because new Pokémon species were showing up everywhere. Kanto had gone from 151 to 259 Pokémon—and more were still appearing.
To adapt, the rangers had been absorbed into the broader police force. Their job remained focused on route safety, but now the entire system operated under one unified organization.
"A region cannot flourish without security," Blue continued. "And we need protection not just from wild Pokémon, but from people too. There will always be danger in Kanto—but I want to control where that danger happens. I don't like it when criminals decide that for me."
He flashed a grin.
"That's why we're launching the Kanto Police Pokémon Team!" Blue announced. "Every officer in the region will receive this exact same team. Each will also be given powerful TMs—moves tailored to complement these specific Pokémon. This team was designed to match the demands of your profession perfectly."
"Champion," Lt. Surge cut in. "Is it wise to give every officer the same team? Wouldn't it be better to encourage... variety?"
Blue smirked. "You served in the army, Lieutenant. You know the value of repetition and mastery. Think about it—if we use the same team for every officer, year after year, what happens?"
"We perfect the way we battle with that team," one of the Officer Jennys answered.
"Exactly. And not just your own team—your colleagues' teams too. Imagine the future—after 10, 20, even 50 years of using the same lineup…"
"…We'll completely master those specific Pokémon," Lt. Surge finished.
Blue nodded. "Now, let me introduce the team. Everyone under League employment will receive it. Serve long enough, and the team is yours for life. Leave early, and the Pokémon go back to the League. They're too powerful to be left unaccounted for."
The Officer Jennys looked stunned. Sure, the League had occasionally provided a Pokémon here and there—but a full team? Never. Officers were usually expected to catch their own.
"Each Jenny will receive a fully evolved team—strong enough to handle nearly any situation."
In short, every Officer Jenny would get a full squad, all at level 50. Maybe slightly higher, depending on evolution requirements. That made them just under Champion-tier. They wouldn't beat a Champion—that required talent—but in terms of raw power? They were close.
Why so strong?
Because Kanto was heading toward chaos. And Blue needed people who could take the hit when it came. He could prepare for a mountain full of wild Dark-types—but someday, some would escape. He needed teams ready for that. Pokémon swarms were appearing all across the routes. Eventually, even Gym Leaders would be overwhelmed.
And when that day came?
He wanted someone ready to hold the line.
The men working under Officer Jenny would receive the same team—just slightly weaker, and in some cases, with unevolved Pokémon. Veterans in the department would get the team at level 40. Officers with notable achievements or long service at level 30. And rookies? They'd start with a full team of six at level 20.
Which, for a rookie, was already a dream come true.
"The first four Pokémon are all about mobility," Blue explained, pacing the front of the room. "As officers, you must be able to reach any situation in the blink of an eye. No terrain, no building, no obstacle should stop you. These Pokémon are all native to Kanto too—because as this region fills with newcomers, it's symbolic that its protectors fight with the originals."
He held up the first Poké Ball.
"Let's start with Pokémon number one—Arcanine. A classic. This beast is one of the fastest land mounts a trainer can have, perfect for pursuit and patrol. Its nose is second only to a Houndoom's when it comes to tracking targets. And if things turn hostile? You've got a powerful Fire-type at your command—capable of overwhelming force."
"Second," Blue continued, inhaling deeply, "Lapras. Water/Ice-type. Your answer to anything involving the ocean. Lapras was selected for its ability to transport multiple people safely across long distances. This is your lifeline for every incident along the coast, deep lakes, or even out at sea."
He tossed the third Poké Ball lightly in his hand. "Next—Exeggutor." Blue grinned. "This one's important. As a Grass/Psychic-type, it can learn Teleport—and every Exeggutor in this squad already has it mastered. It'll get you to the scene instantly. Plus, they've all been taught Dig for underground situations. Need to burrow? Need to chase someone down below? No problem. And most importantly, this Pokémon is about control. Protect, Flash, Hypnosis—you name it. You're not here to crush threats, you're here to neutralize them. He was also bred to be viable as what we at Oak Hatchery like to call a 'HM Ace (Slave).'"
"The fourth and final member of your mobility core—Dragonite. I don't need to explain this one, do I? Your air unit. Flight capability, unmatched strength, and every Dragonite comes with TMs to cover types your team lacks—Thunder, for instance. Think of it as your tactical ace."
"Dragonite?" Lt. Surge blinked. "Champion... there are 37 Officer Jennys here. And hundreds of officers under their command. How in the hell do you have that many Dragonite?"
Blue smirked.
There was one answer. A childhood spent with a handheld console, a stubborn streak, and way too much time.
The grind.
"We have enough," Blue said, his grin widening.
"Now, let's talk support—Chansey!"
"CHANSEY?!" the entire room of Officer Jennys erupted in unison, their voices rising in disbelief. "That's Nurse Joy's Pokémon!"
"What?" Blue blinked. "Are you not allowed to use them?"
"W-Well…" one Jenny muttered, scratching her cheek. "We've asked them before, but they never shared."
"That's great!" Blue said, clapping his hands. "Because I'm not giving you a Chansey—I'm giving you a Blissey!"
"A what?" they all gasped.
"The evolution of Chansey," Blue sighed. People in Kanto were still mentally stuck in Generation 1.
"Blissey is your walking first aid kit and a defensive wall. Perfect against Special Attackers, and it can patch up anyone—yourself, civilians, your team—on the spot. This Pokémon saves lives. Plus, with moves like Stealth Rock, Aromatherapy, Toxic, Seismic Toss, Soft-Boiled, and Thunder Wave—it's a pain in battle too."
The room was stunned. The eternal turf war between Officer Jenny and Nurse Joy had just been upended.
"Last, but definitely not least—Gengar," Blue said, holding up the final Poké Ball. "This one's your ghost. Your assassin. No walls, no barriers, nothing can stop it. It slips through obstacles like fog and hits like a truck. Use it for surveillance, infiltration, and surprise attacks. And if things go south? Gengar knows how to hit dirty. Ask Agatha."
Blue stood up and stepped down from the elevated platform, walking toward the gathered officers.
"You've got one week," he announced. "One week of intensive training with your new Minister of Defense. Learn your team. Sync with them. Because after that…"
He paused.
"…we begin our first coordinated strike."
"Where?" one Officer Jenny whispered.
"Celadon City," Blue said.
The room went dead silent.
"Champion…" Lt. Surge muttered, eyes narrowing. "This team… This is way too overpowered."
Every Officer Jenny nodded in frantic agreement.
"Oh, my sweet, naive little Kantonians," Blue said with a devilish grin, pointing westward toward the horizon. "If you worked under Lance, you'd be overpowered to absurd levels. Lucky for you, you've got me—friendly, generous Champion Blue from Pallet Town."
The grin widened.
It sent a collective chill down the room's spine.
"You have no idea what's lurking in Kanto. What's been buried. Or what's being made right now."
He gestured toward the six Poké Balls.
"With a team like this?" he said, voice low and deadly calm. "You'll barely survive."
He turned, walking toward the exit.
"So don't get cocky, my dear Jennys."
He looked over his shoulder.
"Start training."
