Problems

It is now the day after the meeting with the refugees. I am currently with all of the leaders here in the Union Building for our weekly meetings. Mayor Wiro of the Hanel Town is also with us as an observer.

Different topics have been discussed in the meeting such as the aftermath of the war, the recovery of the elves from the Norman Town, The Hanel Town situation, road systems, and etc. All of those were settled through a lot of discussions but one topic that grabs our attention is the rapid increase of the population. In a span of almost two months since the creation of our union, we have seen a huge increase in residents in each town.

Norman Town: 1200+ to 1900+ residents

Baugan Town: 1300+ to 2000+ residents

Gaorus Town: 1500+ to 2100+ residents

Rhine Town: 2000+ to 2600+ residents

Crimson Town: 74 to 1500+ residents

Hanel Town(NEW): 1100+ residents

In total, we have more or less 11,200 citizens living under the banner of the Mudland Union. The huge increase in population was expected but we all never thought that it would happen this fast. Most of these new citizens are from nearby small villages and small native groups that wanted to get an opportunity to make their lives better. We all predict that this rapid increase won't slow down soon and after a year since the union, the estimated amount of citizens would be in the range of 25,000 to 40,000 range.

We are happy that our nation is getting bigger and better but it also has some problems. First, the law and order. With this amount of people under one banner, it is a guarantee that trouble will always be rampant. Crimes such as robbery and violence would occur more often which is why we are thinking of a solution. As we all already know, I, Rael, and her team are working hard to finish the Constitution. Her work will be the main basis of the way the union will operate. The constitution will contain various penalties such as fines, community service, imprisonment, and exile if you ever commit a crime. Laws and Ordinances will be the main content of the constitution. Aside from the laws, we have also decided to create a jail compound to store all of the criminals. As for the judges, we will be the temporary judges until we find the right person for the job.

Second, due to the huge number, danger from the outside is possible. Our union has slowly been known by foreigners and we need to prepare. Wars could be common which is why we have entertained the idea about the military. The idea is to create a united army under the name of Mudland Union. It has been decided that if that idea will be implemented, the Chief of Staff will be Gald since he is the second strongest in the leaders and I have a lot of jobs to do. Gald seems pretty happy about that idea. This unified army will be structured like this. Gald will be at the top. Every action of the army must be reported to him and Gald also has absolute power on the military. Next in rank will be Tran. He will be acting as Gald's Advisor. His strategic prowess will complement nicely to Gald's sheer power. After Tran will be the Great Generals. They will be leading their own armies under their name. There will be six Great Generals at a time. These are Kirth, Poel, Bren, and three other ones that are yet to be chosen. As you might notice, each great general is assigned to one town. The three unknown great generals will be hand-picked by Gald and Tran soon. The men under those great generals will be generals, then captains just like in Crimson Town. Basically, this unified army is just making all current standing army under the union rather than just the town.

Third, the problem of food. With this increase in citizens, food will also matter. I have assigned Chief Well and Mayor Sais as the head of managing the Food Production in all of the Union since their towns focus on food-related products. This problem was surprisingly resolved faster due to the help of Hanel Town. Everyone thought that Hanel Town won't be useful but since the time they joined, all they did was to help the union. They were never a burden. They were able to self produce and also sell some products at the same time. It must be because they learned how to handle their strengths properly now due to access to technology. I am glad that they proved all of us wrong. I might elevate them as members next month.

After all of those problems were resolved, Chief Well asked.

"Do you have any matters or problems you want to discuss?"

No one answered which is what I have been waiting for. I raised my hands.

"Go ahead young Wreck."

"Now that all of those matters are done, I have a proposal that needs your approval."

"What is it Wreck?" Gald asked.

"I would like to propose the idea of opening the negotiations to the City of Sandon."

All of them were shocked.

"Are you serious young Wreck?" Mayor Sais asked.

"Yes, Mayor."

"Really Wreck? That town just recently attacked Norman Town. Even the majority of your citizens are victims of that City and you want to be allied with them?" Tran questioned.

"Yes. I am dead serious."

Chief Well who was slightly gloomy said.

"Let us at least hear what young Wreck has to say.

"Thank you, Chief. Hear me, everyone. Yes, we might have fought those guys, but we should all think about the future! What if those guys attack us in the future? More deaths will happen! We might be able to win but I do not want to trade lives. Remember everyone, that single city had an army of 4,000 men! Bubba reported to me that his estimate in the population of that place is about 20,000. They may be humans but we still have a disadvantage. Being friends with them is great for us since all we want right now is peace, and this time may be the right time to strike a deal."

"How can you say that Wreck?" Tran asked.

"Through my investigations, I found out that the City of Sandon was recently attacked by the Kingdom of Thrile. Due to the lack of food and resources, they opted to attack the Norman town with hopes to recover but they failed. Currently, they are still struggling to recover from the damages of losing two consecutive wars."

"So you are saying we should take advantage of that fact and use it to our advantage. Are you saying we should propose a deal that involves us giving them the food and resources that they need?" Mayor Sais predicted.

"That is almost right Mayor! The difference is that the proper word to use is 'loan' rather than 'give'."

"What?"

"What I am trying to say is we are going to offer them an alliance which will also guarantee them the food that they need since we all have a lot of stock due to the Hanel Town. The problem here is that those food are not free. They will be paid through other methods such as future payments, assets, and many more that we need. We have a lot of leverage in this deal. Plus we should not forget that we have the Great General of that City with us so we can easily add him in this deal."

"What if they start threatening us into attacking again? If you want to avoid war then how will you avoid that conflict?"

"Easy. I can simply use the fairy card except for the fairy this time will be the Kingdom of Zione. So, will you approve my proposal?"
