100. Class system
"Now let's move on". Alex said as he stood up from his chair.
He tapped his watch as a blank hologram got projected in the room for everyone to see. Everyone focused on it carefully.
"We will have a class system in the empire. Citizens will be classified according to this system and will have their privileges all according to this as well.
Commoners- this is the basic level citizenship. These people cannot become government officials and will have to do laborious jobs the most. They cannot buy a property of their own.
Second class Citizens- they will be able to work for the government and even buy property of their own with authorisation.
Any Fighter or Evolver till Tier 3 will be a second class Citizen. The Empire will help Second Class citizens with their awakening if they good prospects. Commoners will not have this privilege.
First Class Citizens- These people will be given a property of their own by the Government. They will also have the support of the Empire for their children to become Fighters or evolvers.
Only the eldest child of a family can become a first Class Citizen while the rest will be demoted to second class.
There are other perks to this as well. Any questions?" Alex said as he looked at everyone. Seeing no one questioning. He nodded his head.
'Let's make the walls like Attack on Titans'. "Now let's talk about the restructuring of the wall". Alex said and expanded another map with a design on it.
"This wall will house citizens according to their Privileges. Commoners will have to stay in the outside Wall Maria, Second class Citizens will stay in Wall Rose and The Higher Court Officials and First Class citizens will stay in Wall Sina.
Top Officials like Dukes can stay in Wall Mitras along with the Royal Family. The center of the whole structure will be for the City Lord and his family. The Royal Family can take over at any time they see fit.
For now the Central Palace will be ours but when more Cities are established. We will make a Capital and that will be the Royal Palace.
We will do the Construction of this City with Magic by Merlin-nee chan and Chiyo-nee Chan's help but the ones from future will be built by the Commoners on consignment". Alex finished his report and sat down on the chair.
"But will the People agree?" Robin asked as she smiled.
"Power makes right in this world now. Human Rights can go eat shit. If they don't agree, we will make them agree". Alex said as a regal aura and momentum left his body.
"What material do you want to use?" Chiyo asked as she was smiling sweetly from ear to ear. She just wanted to be a useful Onee-chan.
"We will use the Wood used on the City Walls in Europe. It is better than Concrete". Alex thought for a moment and said.
"Very well". Chiyo nodded and snapped her fingers.
——Scene Change——
Suddenly, the whole area started shaking and as People ran around like Headless chicken. Everywhere was filled with Panic as people were afraid that something bad was going to happen.
The whole ground rumbled like an earthquake as cracks formed on the roads and rubble started to form all around the ground.
Soon, deep gashes appeared in the ground as walls started rising one by one from the ground. They slowly reached a height of good 50 meters.
As soon as the Walls arose, people were transported out of the their places according to their classifications.
Commoners were gone to the Wall Maria while the Wall Rose and Wall Sina were also filled except Wall Mitras that only had Alex's and the Girl's relatives.
Even Guild Headquarters were moved to Wall Sina and Schools were also moved according to their classification.
Government offices and Garrisons were made in the small wall around the big walls. Large fields were set for Commoners to plough.
A large projection appeared in the air with a bulky man that had a handsome appearance. There was some mystery and majesty to the man.
"Citizens of the Base City". A loud and heavy voice greeted everyone's eardrums.
Everyone looking up at the Man quieted down and listened carefully. They had a feeling that today will be a life changer for them.
"The Undead horde that threatened our safety has been annihilated thoroughly". The citizens cheered as they heard the news but the man wasn't finished yet.
"But the City Lord has perished while on duty. So please provide him a moment of Silence". The Man said in a sorrowful and righteous voice. Everyone quieted down as they gave their prayers.
"Now to the good part. This City is now under my protection and as a gift for my takeover. I have expanded the area of the Base City.
An official guide and Rule Book will be sent in front of you right now. This guide will explain all the rules and the general map of the Base City". Everyone looked at their hands and found that they were holding onto a book like it was said.
Everyone was a bit astonished at this display of power. While some were relieved for having the protection of a powerful person. Some were terrified because of it.
The guilds were the main one that were fully terrified of the display of power as their Guild Headquarters just moved without even a signal to them.
"The Commoners have been provided their own fields to plough and take care of. The Government will buy all your produce and you will be compensation accordingly.
One thing to note is that those fields are not yours and the Government has the right to take over them at any time.
Any Citizens with enough merit can upgrade to Second Class citizen and it is simple process to climb the ranks except the Dukes". The explanation was concise and to the point.
The Citizens understood clearly and some were happy with the change as they had better roofs to stay in but the Fighters and Evolvers weren't really happy as they royalty treatment that they received was stripped from them.
"The rest can be found in the book. I hope that you will contribute to the City and be good citizens". The man finished but suddenly he continued.
"Also, the government is recruiting Soldiers. This will be your only easy chance to get in. So be prepared". With that the Projection in the sky was cut off.
