Admiralty Meeting

The Levely was over. Nothing earth shattering was decided upon during the past 7 days. The world council was fine to maintain the balance in the world, especially since most of their countries were not in the New world where most of the strong pirates resided.

"Let's begin our annual admiral's meeting" Kong said to the other 3 men and 1 woman in the room. Percy was seated in a conference room next to highest level officers in the navy. To his right was Sengoku, and Rosati was sitting to his left. Unsurprisingly, Tsuru was also present. Being the 'Great Staff Officer' and overall strategist of the navy, Tsuru had great influence over most decisions made by the upper echelons in the marines.

"We'll first begin with Kurosai" Kong said as he gestured to Percy.

Percy nodded his head and reported,

"Over the past year, Kaidou has not made any big movements. He has been scene around Wano, but I cannot confirm this at this time. Since Wano is not affiliated with the world government, I am unable to send troops to monitor the emperor."

"What about cipher pol?" Rosati asked as he casually sat back in his seat.

"Too weak" Percy immediately replied, "the only ones who are suited to infiltrate and defend themselves successfully are cp-0, but you know..."

"They only respond to the celestial dragons" Kong said grimly. "Is there anything else you are doing?"

"I am having a couple of ships stationed outside Wano to report back to me and movements, but as I said, without a proper look in there, that's all I can do."

"Not necessarily" Tsuru said as she joined the conversation. "Why don't you send in your own spies, ones that are properly trained and have the strength to fight in the New world."

"But Tsuru-san" Percy said with a helpless look on his face, "that will take time, years if done properly. Are we willing to wait that long?"

"I think so" Kong said as he started to like Tsuru's plan, "As you said, Kaidou isn't going anywhere, so why are we rushing things. Let's train our own soldiers and have them infiltrate Wano when the time is right."

"...I don't know about this" Sengoku said as he raised his own concerns.

"Why not?" Rosati asked.

"Wano has their own unique culture, if we send random marines in, they will stand out like a sore thumb. Kaidou is not the type to let problems fester, he'll kill them the moment he notices something amiss" Sengoku responded.

"Then what do you suggest?" Tsuru asked

"Nothing" Sengoku said confidently. "As long as Kurosai prevents any big names from joining Kaidou, this can be considered a win for the marines. All we need to do is make sure Kaidou stays in Wano."

"He won't" Percy shook his head, "he's still searching for Attun. Ever since that damn sea snake disappeared, Kaidou has been sending out fleets of troops looking for the former emperor. If we want to keep Kaidou occupied, then we either leak Attun's location or capture him and hide him in Impel down."

There was a pause before Kong said,

"We find Attun first and then we discuss it, any idea where he could be?"

*sigh* "None" Percy said "He's like a damn ghost. Starting to piss me off."

"KAKAKAKAKA get used to it" Rosati said as he started to eat a chocolate bar.

"Still addicted to sweets?" Percy asked as he looked at the poison logia user.

"Not my fault" Rosati shrugged his shoulders, "you fight and interact with Bigmom and not be tempted by all the food in her territory. Then you can act all high and mighty with me KAKAKAKAKAKA".

*sigh* "Are you done Rosati. Cause it's your turn" Kong said

Rosati put the candy bar down and made a very simple report,

"the same as last year. Bigmom has started to search for all food related devil fruit abilities. In addition to that she has created her very own country, and her children are starting to make a name for themselves in the pirate world."

"That's it?" Tsuru asked in suspiciously.

"Yep" Rosati said with a grin on his face.

"Which children?" Percy asked. He wanted to confirm that he was still following canon or if something changed in the storyline.

"Well the strongest child is called Katakuri. He is one of the triplets with Daifuku and Oven. Of course Perospero is still being a pain in the New world. The other children are either managing Linlin's territories or they are too young to fight. This will be a problem eventually."

"What can we do now then?" Kong asked "Let's go capture Katakuri since he's not made any big waves just yet."

"Waste of resources" Rosati said as he shook his head. "We would only be chasing around a single child."

"We can send a rear admiral" Tsuru recommended which again Rosati shook his head.

"I'm afraid it's too late for that. He's able to contend against vice admirals at the least and he still is surrounded by Bigmom's homies plus his siblings. No, if we want to capture him properly, either we send 2 or more vice admirals, or I go."

"Why don't you then" Percy questioned Rosati.

"If I do, then Linlin may take offense and start a war with the marines. Of course we're not afraid of them, but if we could avoid a confrontation at the moment, we should" Sengoku answered for the other admiral.

Kong nodded his head, "Indeed we're not scared of anyone. But, it is better to lean on the side of caution concerning the emperors. What then do you suggest for now Rosati?"

"Try prevent Bigmom from capturing any more territories" he recommended. "Station more troops around her 'country' and play keep away with her."

"Impossible at this time" Kong dismissed the idea. "We need soldiers to monitor not only Bigmom, but Shiki, Kaidou, and Whitebeard as well. Not to mention Gol D. Roger."

With the mention of the Roger pirates, the room fell into silence

"How's the situation?" Tsuru finally asked.

"Not good" Kong said with a grim expression. "It seems like Roger got 3 of the Road Poneglyphs and is currently looking for the fourth."

"What about Garp?" Sengoku questioned/

"On his trail as usual." Kong said nonchalantly. "They keep fighting, but they are unable to determine a winner."

"I imagine so" Sengoku said. "Ever since Roger's victory in the Edd's War, they have been riding a momentum wave that never seems to end."

"Yeah," Percy said as he read the report as well. "So Shiki's gone?"

"For now" Sengoku said as he narrowed his eyes, "I have a feeling though that he'll be back"

[Indeed] Percy thought as he remembered the plot of the One Piece Movie: Strong World.

"And that leaves the Whitebeard Pirates" Kong said as he mentioned the last emperor of the sea. "Who wants to begin?"

"They are a threat..." Percy began, "but it seems like Whitebeard is not looking for the last island like Gol D. Roger is."

"That may be true" Sengoku said as he came out of his stupor, "but at any given moment, he can flip a switch and have the potential to destroy the world on a whim."

"Damn devil fruit" Rosati said as he recalled a battle he had with Whitebeard. Needless to say, that the battle did not end well for the admiral.

"What do you suggest?" Kong turned to Tsuru.

"We have too many pirates to focus on for the moment. We cannot afford to waste our time and attention on a man who wants to laze around with his 'family'. I suggest we deal with him last and take care of Kaidou and Bigmom first since they are the immediate threats."

"Agree" all three admirals said at the same time.

"Alright then. Focus on Kaidou and Linlin. Now onto other matters, would any of you like to tell me what the hell Dragon is doing?!" Kong said as his voice started to raise. Conqueror's haki was vibrating throughout the room and the 4 other people were sitting there waiting for the fleet admiral to finish.

"I was dealing with a world noble during the Levely so I don't know what's going on" Percy said innocently. He knew damn well what happened, but needed to play the dumb card in this situation.

"Dragon attacked a boat filled with heavenly tribute" Sengoku said with strained patience in his voice as well.

"Oh..." Percy said, "Didn't he just quit?"

"Yea..." Rosati said as his words trailed off.

"I don't know" Tsuru said as she shook her head. "When Garp finds out, he's going to kill his son"

"HAHAHAHA, if he hasn't already" Percy said as he laughed at everyone's bitter expressions. "Wasn't one of you two supposed to guard the tribute?"

"I did" Sengoku said. "Dragon is a lot stronger than I expected, a lot. He was able to buy enough time for his men to steal all the gold and tribute off the ship."

"?! Are you for real? He's at the admiral level?" Percy asked in genuine amazement.

[Dragon told me sh*t] Percy thought as he silently cursed his partner in crime.

"Not quite, but just about. He can stall me with his devil fruit ability, that's for sure."

"Did they say anything before they left?" Percy continued to question.

"He said that the Revolutionary Army required start up funds and this was perfect" Sengoku said as he slammed his fist into the table and a hole was created.
