Just like all humans, the Fourth Raikage kept getting hung up on regret.
Wanting something more was the true face of humanity's greed.
Kumogakure currently held the strongest military might among the five great nations.
However, they didn't know how long that would last. They didn't have many shinobi with bloodlines and that meant they couldn't ensure the future generation had enough talent to reach Jonin level.
They were currently compensating some of their shinobi's lack of talent with wealth.
Money could buy a lot of things, training facilities and equipment, teachers, jutsu and medicine to help recover or train more efficiently.
Konohagakure was located on rich and lucrative land that could hold their economy up for hundreds of years.
They had the largest number of clan's with at least a dozen, and among those dozen a good chunk had rich heritages.
It would be a long and arduous journey, if they wanted to realise their dreams of becoming the strongest ninja village.
"Don't worry, after this incident the Uchiha clan and Konoha are ready to attack each other at a moment's notice. Shisui Uchiha will probably meet his end soon."
Hachiro comforted him a little.
In the end, although, Hiruzen didn't hand over the Uchiha kid, Fugaku and the other clan leaders will find it hard to trust him again.
He clearly considered abandoning the Uchiha when he didn't give an answer at the meeting.
The Uchiha's rebellion was inevitable and would most likely swing with more force than in the original.
"Can we try to discreetly manipulate other clan's into joining the rebellion?"
Yugito, the Two Tailed jinchuriki, asked with clear interested in finding out more about what was happening.
"Maybe but it would risk pulling Kumo into the conflict, I think it would be better to just develop our own strength and react accordingly if there any changes."
After stealing the Scroll of Sealing, he didn't think there was much more they could do to cause permanent damage to Konoha.
They could try to snatch some sharingan on the night of the genocide, it might help buff the village's strength.
The only problem would be explaining to Konoha where they got them from so that was a no go.
He didnt want any for himself or the other three women, their eyes were beautiful the way that they are.
After some deliberation, Hachiro gave some orders on his cousins behalf,
"For the time being, don't let anyone outside this room find out about the Scroll of Sealing. Only those we can trust with absolute confidence and made great achievements benefitting the village will be allowed to learn the jutsu contained within the scroll."
"Yes, sir!"
The shinobi present showed they understood, and went back to their own jobs.
Hachiro was about to leave with Samui to get out of his cousins way, when he remembered something
"Excuse me, Tutai, could you help me with something?"
"Of course, Hachiro-sama. What is it?"

"Oh, dad, your back!"
Hinata threw her small baby body onto Hachiro and acted coquettishly.
He had been observing her since he arrived back in the village and had seen her successfully use her Chakra to make it to the top of the gorge, he smiled and complimented her,
"Hinata is so amazing! I guess you're ready to start practising the Lightning chakra mode.
"Umu!"
Hinata nodded excitedly.
He used one arm to hug Hinata and the other to grab a small scroll around his waist.
He took the scroll and handed it to Samui.
"Here, try practising this technique."
Don't worry! When he returned he asked Tutai, if he could throw a copy of the Scroll of Sealing in the Raiden clan library.
He managed to get the techniques B rank and lower, but being the cautious man he was, Tutai requested that he came personally whenever he need any other techniques.
He agreed since Tutai was probably right.
"Flying Thunder God!?"
After reading the label on the scroll, Samui's cold expression broke and her charming face displayed complete shock.
"You- where did you get this? No, never mind that, do you think I can learn this?"
It may not show, but she was sharp.
In the last ninja war, the Yellow flash, Minato Namikaze, terrorised every battlefield.
Whenever you wanted to play an advantage, a kage-level shinobi shows up.
Just imagine how many attacks and plans he had dismantled with that terror of a space jutsu.
This is what allowed him to haunt every battlefield at a time...
"This isn't the improved version of Minato Namikaze, its the original and more basic version created by Tobirama Senju. I heard it can increase reaction time... It won't hurt to try it out."
To be honest, he wasn't all that optimistic, countless shinobi from Konohagakure had certainly tried to learn this technique before Minato Namikaze.
But, in the end, it was only the Yellow Flash that managed to bring fame to its name.
What he was focused on was the sword techniques, kenjutsu was one of Samui's focuses, so he thought they would do her some good.
Their was kenjutsu techniques like the Uchiha's, Dance of the sun halo, Moonlight and Dance of the Crescent Moon.
Samui hugged the scroll and whispered,
"...Thank you."
"Just a 'thank you'?"
Hachiro raised his head unhappily, showing his dissatisfaction.
Samui gave him a blank look before checking to see if Hinata was looking.
After waiting for the little girl to get distracted by a swarm of nearby butterflies, Samui tiptoed and gave him a kiss.
"Take this one."
After, half an hour of conversation, Samui left to go make something for Hinata to eat.
Hachiro used the Lightning Body Flicker Technique, with Hinata in hand, to run over to Mei's hotel room.
He also gave her a scroll, that contained some A level and S level water style ninjutsu created by Tobirama.
For example, Water Style•Water Trumpet, Water style•Water Dragon Biting Explosion and so on.
Let's just pretend, he didn't say something about giving jutsu to only those who were trustworthy an hour ago... sshhh~...
"Thank you! I'm so happy, Mou~"
Mei gave a sweet smile before giving him a long kiss.
She was taller and didn't need to tiptoe like Samui.
Hinata's eyes widened at this odd display of baffling behaviour.
She was very curious about what it meant as both her parents and Mei engaged in it.
It looked very fun as well.
