From the very moment I came to know that this is "Black Bullet" world and saw that Stage VI Gastrea, I had decided which direction I will take.
The deal I said I wanted to give to Seitenshi at our first meeting was a façade. I knew all along that Seitenshi wouldn't accept it. Let alone her, no sane person would either. My purpose was just to provide her with information about Stage VI Gastrea. That's all.
Compared to representatives of other Areas and countries in this world, Seitenshi is very naïve and kind. Afraid of Humanity survival, she shared this information with others across the world without confirming whether the information was correct or not herself. That was exactly what I wanted.
At first, the Higher-ups got afraid and fortified their defenses. Next, they sent their Civil Officers to find this so-called Stage VI Gastrea. However, no matter how much they tried, they failed to find anything related to this Stage VI Gastrea.
Being suspicious, they contacted Seitenshi and asked her for evidence to prove her claim.
Of course, since she didn't have one so how could she. This, on the contrary, infuriated the Higher-ups saying Seitenshi shouldn't spread false rumors.
On surface, the situation seemed to have settled down, but it made the people further believe Seitenshi being an incompetent and foolish Governor. As a result, the assassins that should had been sent to kill her once the plot commenced and after "Legacy of the Seven Stars" Arc appeared ahead of time.
The killing of people, damage of properties that occurred during those two months when I was away were done by these very assassins.
Even though those Assassins failed to kill Seitenshi, their actions made the people of Tokyo Area even more afraid of Cursed Children. Because of that the treatment of Cursed Children got worse and people started rallies demanding that the Cursed Children should be kicked out.
Noticing this Seitenshi panicked and released the measure of respecting basic human rights of the Cursed Children ahead of time. Too bad that situation had already escalated to the extreme at that time and hence that law was rejected right away.
With each passing day, the situation on Cursed Children side kept on becoming more and more dire. People were beating and even killing them in open at that point. The Cursed Children became so afraid lost their hope in humanity and no longer came out in the open. This also led to a diminishment in their food and water supply. When they were feeling despair of death from humans outside and lack of food from inside, I approached them after returning, and they agreed to be adopted by me.
Seitenshi also witnessed everything that was being done to the Cursed Children. Yet, no matter what she did, the House of Councilors and Tendo's always turned a blind eye to this and ignored her. With this, she also finally understood that all this time, she was just nothing more than a puppet to them.
Betrayal of the House of Councilors and Tendo's. Seeing the horrible things that the people of Tokyo Area were inflicting on the Cursed Children because of their hatred of Gastreas. Her inability to save them broke Seitenshi completely. She became a dead man walking without even having the control of her own life.
It was also the moment I approached her and gave her hope when she had already given up on struggling. As a result, I was able to rebuild her the way I desired. Not a kind or naïve one, but the one who will listen to me unconditionally and agree with my ways. She was able to stand back on her feet as my pawn.
As for other countries, how could they let this opportunity of attacking Japan go. If they succeeded in taking over Japan, then they will get their hands of a lot of Varanium. After all, in the entire world Japana had the highest amount of Varanium mines.
Hence, they began the preparation for the War. Gathering militaries, weapons, Navies, Air force and so on. Higher-Up decided to use the 'false' information that Seitenshi provided them, telling their people that they were joining forces with other countries to kill a new Stage of Gastrea that had appeared in Japan.
Their people panicked at first but later calmed themselves thinking with the alliance of other countries they would win.
But that was their biggest mistake of Higher-Ups. As I said before, Stage VI Gastrea had the intelligence of an adult human and had the strength of Level 8. It was not difficult for it to go from one country to another on its own. Therefore, when it went to check on other countries, it came to know that the countries were joining forces against it. Thus, it decided to make its own move.
It ordered all the Gastreas over all that country to attack the human settlements. And then one by one, all the countries fell except for Japan.
While the humans were being killed outside, I also pointed at some corrupted companies to Seitenshi. Realizing that something was wrong with them, she did a deep digging and found out about their conduct. This angered her as she decided to collect evidence against them, and you all knew what happened to them in the end.
In other words, just by providing incomplete information on Stage VI Gastrea, I was able to accomplish many things.
First, breaking and rebuilding Seitenshi the way I want and hence getting the control of the entire Tokyo Area in my hand.
Second, get my hand on the Cursed Children.
Third, dispose of the higher officials that had most control over the Tokyo Area.
Fourth, purge the entire Tokyo Area of all the corrupted companies and people.
Fifth, establishing Seitenshi dominance so the people won't even think of going against her.
Sixth, annihilating other countries across the world.
*CHUCKLE*
You can say, I fast forwarded the end of this world from 2 years to mere six months.
Now let's talk about Kisara.
When I saw that darkness in her eyes, I decided that I wanted her. I made my move to do that.
I approached her and promised to complete an impossible mission of completing 257 requests. Even though she agreed reluctantly, she didn't believe in me in the slightest.
But when I fulfilled my words, trust started to form. It was also at that moment when I left her and let her handle the backlash from those companies on her own. Feeling the pressure from those companies, with every evidence against her, the betrayal of her other business partners really affected her greatly.
And since Satomi Rentaro was also still in training camp, she couldn't contact him for some comfort. In the end, the only person she can turn to is me.
By talking to me every day, not only did Kisara trust on me kept on increasing but also, I become the one stopping her from giving up. So, she tried her best to look for help or clues as much as possible.
Still, it was all useless. With time, her spirit started diminishing. By then, she called me not to ask help in investigation but to comfort herself.
And when the final date came and she was in despair, I sent those videos to her at the last minute. That was the final nail in the coffin. From then on, I become the person Kisara trust the most and will do anything for me.
I accomplished many goals here too.
First, obtain a new Permanent member.
Second, use the hatred of that Member and end the Tendo Family.
Third, make Kisara and me trillionaire.
Fourth, cause IISO to curry favor with me so that I will help them to kill Gastrea.
Fifth, forced them to provide protection to Kisara while I am away.
Sixth, giving IISO no choice but to uproot those companies responsible for making us trillionaire since they would try to attack Kisara in desperation.
Though when I came to know that this world is a part of "Planar War", I had to change some plans. Nevertheless, I have may more in my arsenal, so it didn't affect the outcome.
Now is the time to take over the final country.

Said Primis as he followed Seitenshi.
Talking in the room stopped as everyone shot their gaze at Seitenshi when she entered. Expecting their reaction, Seitenshi remained calm.
Inside this room that imitated French style from the late eighteenth century, the silence was enough to prick the skin painfully.
The ceilings were painted with pictures while the curtains were threaded with gold. A spectacular chandelier, possibly weighing 800kg, was producing bright light capable of searing eyes.
Walking over to the table occupying the center of the room, Seitenshi sat down on the chair.
???: Did you go flower picking, Lady Seitenshi?
This was probably a sarcastic jab at her as a woman. Confronted with an opponent who would resort to jokes of such ill taste, Seitenshi gave an answer that the old her wouldn't have ever imagined.
Seitenshi: You're right, President Saitake. You see, I love picking these flowers with beautiful fragrances like Gardenia, Rose, Lily, Magnolia, Jasmine, Freesia, Honeysuckle, Lavender, Orange blossom, Hyacinth, Lilac, and Heliotrope. Smelling them makes my mind fresh and calm. In case you want, I can send some to you.
Here, a mocking smile appeared on her face as she continued.
Seitenshi: But seeing your old age, your nose must have stopped working functionally a long time ago. So, no matter what flower I send, you will say they all smell the same. Because of that I think I should send a plastic flower since you won't be able to differentiate between a real one or the plastic one anyway.
SILENCE.
TOTAL SILENCE.
Every other representative had a dumbfounded expression on their face. Never in their dream they would have expected such a response from someone like Seitenshi.

This man, whose face was as fierce as a lion's, was the Osaka Area's head of state— Saitake Sougen. And currently his face was indescribably thanks to Seitenshi's counter.
Seitenshi then swept her gaze across the participants of the summit, all of them senior to her in age. The Osaka Area's head of state, the Sendai Area's head of state, the Hakata Area's head of state and the Hokkaido Area's head of state were all present.
This was a summit meeting between the five principal Areas.
The meeting started with the representative of Hakata Area bringing the topic of changing the circle in Japan's flag because that red circle reminded people of the red eyes of Gastrea.
To the matter regarding Cassiopeia Project, the project whose purpose was to link five Areas of Japan using shield machines to dig tunnels for a massive subterranean rail network.
There were even more topics. After some time, the president of Sendai Area, Inou opened his mouth.
Inou: Lady Seitenshi, about the Tokyo Area's "Legacy of Seven Stars".
Raising one of his brows, Seitenshi asked.
Seitenshi: How did you come to know about the Legacy?
Inou made a sinister smile.
Inou: We do have the likes of intelligence agencies over here after all. Although I find it to be a ridiculous notion, according to information that has come into my possession, by using a mysterious object called the "Legacy of Seven Stars" as a catalyst, the Tokyo Area is capable of summoning Stage V Gastrea—in other words, the Zodiac Gastrea. This wouldn't be true, would it?
Seitenshi: No comment.
Seitenshi replied without pretense. However, the depths of Inou's eyes flashed with suspicion.
Inou: What's with Lady Seitenshi? If what I just brought up was utterly ridiculous, feel free to dismiss it with a laugh.
Seitenshi: ......
Inou: Oh dear, despite lobbying for cooperation between the five Areas, Lady Seitenshi is hiding things from everyone else.
Because of Inou constant jabs, the conference's atmosphere was brewing into an interrogation. In the end, Seitenshi couldn't help but take a deep sigh.
Seitenshi: I was thinking of letting you, old fossils enjoyed some more minutes of your living, but it seems you didn't appreciate my goodwill.
All Presidents: Huh?
As they were wondering whether they were having hearing problems, they saw Primis who was standing behind Seitenshi taking out a silver handgun under his coat.
Saitake: What is the meaning of this, Lady Seitenshi!? Why did you bring an armed bodyguard here!
Not minding his outburst, Seitenshi eyes turned emotionless as a cold smile appeared on her face. This smile sent a chill down all their spines.
Seitenshi: After contemplating all this time, I come to conclusion that if I want to combine all the areas together under one banner then ambitious people like you will only get in my way.........So, you can all die here while I promise to take care of the people of your Areas.
They didn't even have the chance to call for guards as Primis pulled the trigger.
