Encountering Bette was merely a coincidence for Stephen. He intervened when he saw The Flash attempting to capture her. Whether or not Bette could fulfill the task didn't concern him. If she succeeded, it would be interesting to witness her abilities. Stephen didn't mind lending her a hand. While possessing such an ability might be a nightmare for Bette, it brought pleasure to Stephen.

He could control explosions through superposition, and he also discovered that by continuing to superimpose, he could change explosives from instantaneous detonations to remote-controlled or timed explosions. It was fascinating. This undefendable ability could be used to deceive people.
