The ordinary world is not what it seems.
Many strange events unfold in the background but go unnoticed by the masses or are covered up.
A supernatural world exists along with the natural world which can only be seen by those called Balancers.
Spirits and Evil Spirits exist along with Balancers who possess unique powers to see and fight them.
Among the many ordinary humans, a girl undergoes a lot of suffering and experiences a prophetic vision.
It grants her knowledge of the hidden world and of some future events.
The girl loses almost everything she has and then takes the steps needed to become a Balance Breaker.
Her past identity has to be abandoned for the sake of survival so she renamed herself Ash.
Ash gains the powers of a Skin-Walker and begins living in such a world taking on the appearances of others, experiencing their lives and living under the mask of another person.

Such resources usually ended up coming from up top so that was usually where most of the resources were put toward whether it was increasing the policing in more key areas that housed the middle to upper classes.

There were other similar forms of security measures to prevent the targeting of high-profile people and countering any terrorist acts within the city on top of various other high-profile cases that they struggled with too like the ongoing underworld activities.

Perhaps they could spare some time and attention to search for someone of importance or that they felt was worth looking into for the sake of the related family but not everyone could get that invested to dig any further when it came to certain groups of people.

All it took was one look at the record of the missing person for anyone to develop a bias toward them in some way and judge them a certain way.
