The one who shouted back was Vice Admiral Garp, standing alongside Sengoku near the docks, looking up at the pirate in the sky.
Shiki was a top-tier pirate from the New World, and his surprise attack on Marineford meant the Navy had to take immediate action.
With Sengoku and Garp, the two strongest figures of Marine HQ, teaming up against Shiki, there was no doubt that the Marines could win.
