For example, blacksmiths often gain the Development Ability called Forge, which improves the quality of the equipment they create, adding new effects and functionalities.
Similarly, pharmacists who can create various elixirs usually gain a Development Ability called Alchemy, which enhances the efficacy of their potions and allows them to create miraculous restorative elixirs.
What Development Abilities can be learned depends on the actions taken by the individual and the experience they've accumulated.
Blake wasn't a blacksmith or a pharmacist, so he naturally wouldn't gain Forge or Alchemy.
If he hadn't accumulated significant experience, even if he leveled up, he might not gain any Development Abilities. However, if the right kind of experience is acquired, multiple Development Abilities might appear as options.
But when leveling up, only one Development Ability can be chosen.
Hestia hadn't directly leveled Blake up because of this—perhaps there were multiple Development Abilities for him to choose from.
