"Big sis, let me help you put them on."
Sasame crouched down enthusiastically, looking up at her. "It's hard for you to put on your shoes while standing."
"Don't think I don't know what you're scheming."
Tsunade looked down at him with sharp eyes, then slowly extended her bare foot.
Just as Sasame thought she had agreed to let him help, she lifted his chin with the top of her foot, then pressed against his chest and pushed him away.
"Hmph. Did you really think I'd reward you?"
Tsunade put on her shoes herself and said, "Alright, enough pretending. Get up and go eat."
"You're skipping breakfast again?" Sasame stood up, annoyed. "I should've never let you become Hokage. You're so busy you don't even eat!"
"I'll eat at the Hokage's office."
Tsunade paused, her expression softening as she ruffled his hair with her right hand.
"Hey, you're messing up my hair!"
Seeing her continue without stopping, Sasame grabbed her hand. "Fine, I'll go with you to the office."
"You?"
Tsunade looked him up and down, her tone teasing. "Do you even know what a Hokage does?"
"I told you, I'm plenty capable."
Sasame played with her fingers as he spoke. "I'm going to be the man who becomes Hokage one day!"
"Hmph. Fine."
Tsunade pulled her hand back and smiled. "It wouldn't hurt for you to learn about the Hokage's work early."
"Thanks, sis!"
Sasame then turned his head. "Shizune, we're heading out first!"
"..."
Shizune had nothing to say.
Whatever. I'll eat alone.
Hokage Building.
"Lord Hokage."
Every shinobi they passed greeted her respectfully.
Tsunade responded casually, not at all acting like a Hokage should.
Once inside her office, she rubbed her face and grumbled, "Being Hokage is such a pain."
"Sis, you don't have to care about them."
Sasame offered his terrible advice. "You're the Hokage now. You can just ignore them."
"If you were Hokage, you'd piss off everyone in this building within days."
Tsunade shot him a look. "A Hokage can't act too high and mighty. Got it?"
"Got it!"
Sasame answered loudly and obediently.
"Why are you shouting?"
Tsunade flipped open a document in front of her and warned, "When others are around, don't call me 'sis.' Call me 'Lord Hokage.'"
"Yes, Lord Hokage."
Sasame grinned and moved closer, shamelessly sitting down on the Hokage's plush chair.
The chair was designed to be spacious, so fitting two people wasn't too cramped.
"What are you doing?"
Tsunade's heart skipped a beat. "This is the Hokage's seat. What would people think if they saw this?"
Feeling the softness of her waist and hips, Sasame refused to budge.
"I'm hungry. Go get some food."
Tsunade, using the wisdom of an older woman, successfully sent him away.
The breakfast prepared at the Hokage Building was simple—rice balls.
Sasame grabbed two portions and returned to the office.
"Sis, let me feed you."
Noticing Tsunade was already absorbed in reading documents, he offered helpfully, "This way, you won't waste any time."
Without waiting for her approval, he brought a rice ball to her lips.
Tsunade glanced at him but didn't refuse, taking a bite and chewing slowly.
One fed, the other ate—the atmosphere was oddly harmonious.
Once the rice ball was finished, Sasame placed his index finger in front of her mouth.
Distracted by the documents, Tsunade instinctively opened her mouth and bit down.
Immediately realizing something was off, she frowned and bit harder.
"Ow!"
Sasame pretended to wince in pain.
"Serves you right!"
Tsunade spat out his finger. "You're completely shameless!"
"Who, me? I was just testing if you were paying attention."
Sasame wiped his finger, grinning as he spouted nonsense.
"If you've got so much free time, help me with work."
Tsunade shoved a stack of less important documents into his arms.
"But I don't have a seat."
Sasame's eyes locked onto the Hokage chair again.
But Tsunade refused.
She knew it would severely impact her productivity.
In the end, she assigned Sasame a new stool, placing it directly across from her.
The Hokage's desk had now become a two-person workstation.
What is this? Sasame wondered.
Co-ruling like two emperors?
He sighed and opened the first file.
"Villager Zeta Fusuke demands 30,000 ryō in compensation for psychological trauma suffered during the Uchiha Massacre."
"Denied."
"Due to the demon fox Uzumaki Naruto passing by his house daily, villager Seiichirou requests the Ninja Academy be relocated."
"Move it yourself if you pay for it."
"Wild cats near my house cry loudly every night. Requesting the Hokage send shinobi to exterminate them."
"Wild cats have rights too."
Now Sasame understood why Naruto was so overworked as Hokage.
The system in Konoha was fundamentally flawed.
There were advisors, like Nara Shikaku, but they only handled major issues.
Normally, they were busy with their own missions or duties.
Sasame raised his hand. "Sis, as a Konoha shinobi, can I make a request?"
"Go ahead."
Tsunade didn't look up. "If it's reasonable, the Hokage will grant it."
"Sis, shouldn't we establish a Hokage's advisory council?"
Suppressing more outrageous ideas, Sasame spoke seriously. "Relying solely on those two useless Hokage advisors is too inefficient."
Moreover, having a council would dilute the advisors' power, gradually sidelining them.
For this, they needed influential shinobi.
"Hm. That's not a bad idea."
Tsunade was naturally lazy—unlike Hiruzen Sarutobi, who clung to power.
If not for his old age, she'd have ended up like Minato, a Hokage with no control over the ANBU or Root.
"So, who do you suggest?"
Putting down the documents, Tsunade looked at him with interest.
"Set up a general affairs office next to the Hokage's. Seven members, selected from the major clans."
Sasame thought for a moment. "For example, the Hyūga, the Ino-Shika-Chō trio. They just need to be smart."
"You're really cutting corners."
Tsunade narrowed her eyes but approved of the idea.
A Hokage shouldn't waste time on trivial matters.
Delegating them to a council made perfect sense.
She recalled the Raikage had a dedicated secretary.
Konoha only had advisors and assistants—and their authority was excessive.
Pulling out the clan registries, Tsunade began discussing candidates with Sasame.
The problem?
There were too many names, most of which Sasame didn't recognize—if they even appeared in the original story.
In the end, Tsunade made the final decisions.
By the time they finished, it was already noon.
Then Sasame remembered something. "Can the Hokage take time off?"
"Why?"
Tsunade set down the documents.
"Your birthday is coming up. You promised we'd go to the beach. I even rented a deserted island!"
Sasame looked anxious. "You can't bail on me now!"
"Oh, that."
Tsunade's eyes gleamed as she enjoyed his flustered expression. Then she smiled.
"Once the council is in place, we'll go."
