Well the idea, the concept is very interesting, but the story seems like a joke, so I must assume that that was the idea or that it came up when you wrote the story, it is supposed to be a rewrite, well then my advice to you is a new rewrite, but get help or co-write with someone with more experience, because the idea is good and well developed, it could easily be one of the most viewed favorite fic ... of those who like HP and Gravity Falls

I love the character design for the human Bill. The fact that he is over-powered is amazing as it sells the fact that he is Bill. Overall pretty good so far. P.S- EXP
