He was the perfect criminal the police couldn't catch, but he only hunted DUI offenders, robbers, and sexual harassers.



Many violations cost too little. Good people had their homes broken, while bad people got out in a few years, and they didn't repent.



Bad people never felt they had done wrong, and their apologies were just excuses for fear of punishment.



He thought it was wrong. But since bad people could only be punished by worse people, he didn't mind being the one to hunt them all down.
