Dude you really don't know naruto, first of all you made so many mistakes in the timeline. Then you misperceived the characters' behavior and personality. Shizune was taken out of the village by Tsunade when she was a child. Minato created the rasengan during the 3rd shinobi war. Minato has the highest perception ability in all of Konoha's history, and even in all of the elemental nations (only Uzumaki with a Kekkai Genkai can compete with him). Kakashi's father died before he became a chuunin, and Kakashi was not on Team Minato until he was 12 years old. He constantly moved between other teams until he got into Minato's team (for ignoring his teammates for the sake of the mission) Kakashi, Rin and other characters' behaviors are different when they were younger. No technique in the Naruto universe can permanently strengthen the body. This is against the rules of the Naruto universe. Rasengan is not randomly distributed to team members by Minato. Minato only taught Rasengan to Jiraiya, Kushina and Kakashi who had a close bond with him, not even Hiruzen knows how to do it. The young genin in the 3-person teams in the Naruto world are not students of the jonin, jonin are expected to teach only the basics, they usually do not even teach jutsu unless they have a special bond with the person. Minato and Veigar have just met, there is no connection between them, the teacher is not a student and he did not take him as an apprentice, why would he teach his personal technique to a random person that he did not teach to the ninjas he entrusted their lives to for decades? I suggest you fix these and rewrite it.
